Overview

Support the MDA/RS and SAF to improve public policies for family farming post-2024 floods.

You have:

  • University degree in Applied Social Sciences, according to the CAPES/CNPq table of areas of knowledge.
  • Minimum experience of 8 years in public communication of policies, programs or institutional actions; social mobilization in rural and socio-environmental contexts; technical or institutional advice in public agencies, civil society organizations or social movements and production of diagnoses, systematizations or strategic materials on public policies, crisis management or rural and territorial development.
  • Working knowledge of English and Portuguese.
  • National of Brazil or resident of the country with valid work permit.

Organizational Setting

UTF/BRA/089/BRA The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.

Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil – Programme.

Technical Focus

To subsidize the Superintendence of the MDA/RS and the Secretariat of Family Agriculture and Agroecology (SAF) with analyses, systematizations and proposals aimed at the qualification and expansion of public policies for family farming in the state of Rio Grande do Sul, considering the impacts of the 2024 floods and the need to strengthen institutional action in the territory, in alignment with the new structure of the SAF and the ongoing projects.

Tasks and Responsibilities

• Conduct a survey and documentary analysis on SAF's actions aimed at the recovery of family farming in RS, focusing on the policies implemented after the 2024 floods, especially extraordinary credit. • Map the main information flows between the SAF, the MDA Superintendence in RS and the beneficiaries of public policies, identifying failures in communication and in the channels of access to emergency measures. • Develop strategic support tools, such as methodologies and instruments that facilitate the communication of public policies to the settlers and impacted family farmers, promoting greater clarity and effectiveness. • Prepare support and guidance materials, including a didactic booklet aimed at beneficiaries, which details emergency measures, access criteria and practical guidelines on extraordinary credit.; • Propose and plan dissemination and evaluation actions, including an external communication plan and a proposal to monitor the effectiveness of the dissemination of SAF actions in the state, with a focus on the resumption of production.
