Overview

Support family farmers' access to public policies in Brazil.

You have:

  • University degree in Applied Social Sciences, according to the CAPES/CNPq table of areas of knowledge
  • Minimum of 8 years of experience in topics related to public administration, public policies, social rights, rural development or related areas; teaching experience in undergraduate or graduate courses in the areas of Law, Public Policy, Public Administration, Social Sciences, Rural Development or related; and exercise of public office or function, with technical, advisory or management attributions in public administration bodies or entities
  • Working knowledge of English and Portuguese
  • National of Brazil or resident of the country with valid work permit

Organizational Setting

UTF/BRA/089/BRA The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.

Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil – Programme.

Technical Focus

To support the Superintendence of the Ministry of Agrarian Development and Family Agriculture (MDA) in Rio Grande do Sul in the improvement of its organizational structure and administrative procedures, with a focus on the standardization of internal flows, the training of teams and the development of strategies to expand the access of family farmers to the public policies offered by the Ministry, especially in the context of the reconstruction of the state after the floods of 2024.

Tasks and Responsibilities

• Develop and implement a training program for farmers, so that they have greater access to the programs made available by the Ministry. • Provide technical training to the MDA/RS Superintendence team to continue the products. • Prepare a final technical report, systematizing the data, the proposals for solutions and the perception of the results of the implementation of the protocol and the training of farmers. • Prepare a report with the survey of requests and administrative appeals filed with the MDA Superintendence in Rio Grande do Sul, identifying, when applicable, the public policy of the MDA that requests some action. • Prepare a report to identify the main difficulties that farmers face in accessing the solutions made available by the Ministry (such as Pronaf, Desenrola, etc.), presenting a diagnosis
