The Performance Management & Career Development (PMCD) section of the Division of Human Resources (DHR) is seeking consultant to support roll out of the Competency Framework (CF) workshops and webinars and provide updates, guidance and training globally related to the CF, in support of the global culture change programme in UNICEF. Additionally, the consultant will lead on updating the existing framework and will support a range of work with NYHQ and CO’s globally.

How can you make a difference?

Main deliverables of the consultancy will include:

Reviewing and updating of the competency framework with the aim of incorporating feedback from the UNICEF community

Supporting the Career Development team with integration of the competency framework in Career Development and the development of career pathways

Providing guidance to country office’s (COs) in the review of their organizational structures, undertake workload analyses of key roles in the context of the new country programming document (CPD)

Reviewing and mapping of technical capacities, knowledge and skills, informed by the CPD, programmatic and operational guidelines

Supporting the development of learning plans based on skills needed and gaps identified.

Education

Post Graduate degree in Human Resources Management, Organizational Design and Development, Business Administration, or a relevant field.

The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook and SharePoint.

Work Experience

A minimum of 8 years working experience in human resources in progressively senior roles

A minimum of 5 years post qualifying experience working with competency framework design and its implementation in Human Resources processes

Proven experience implementing competency frameworks in Career Development and the design of career pathways.

Experience with, or in a multilateral institution is an advantage

Knowledge of UN common practices is an added advantage.

Skills

Must have excellent written and verbal communication in English. Proficiency in another UN Language is a significant asset.

Ability to identify issues, formulate opinions, make conclusions and recommendations.

Good judgment, initiative, high sense of responsibility, tact, discretion and confidentiality.

Works effectively on multiple assignments simultaneously and adapts to changing demands and circumstances.

Demonstrates cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
