How can you make a difference?

Under the supervision of the Deputy Representative and in close collaboration with colleagues in the PME section and the rest of the office, the incumbent is responsible for supporting the formulation, planning, performance management and reporting of the country programme, in collaboration with the sectoral programme chiefs and other key staff in the office.

Summary of key functions/ accountabilities

1. Programme planning and results-based management

Provides technical and coordination support for the preparation of all programme documentation, in collaboration with programme sections, national counterparts and concerned UN agencies and submits viable recommendations on programme implementation, new initiatives and management issues to ensure achievement of results for children.

  • Support coherence, synergy and added value to the programming planning and design processes, using a rights-based and results-based management approach
  • Participates and provide technical inputs in the development of national and inter-agency analysis, programming and planning documents, such as the Common County Assessment, United Nations Sustainable Development Cooperation Framework and its related implementation documents from a sound rights and results-based programming approach, supporting and coordinating the consolidation of UNICEF inputs
  • Facilitates the organization and management of annual/mid-year/mid-term/end term country programme reviews with government counterparts and other partners ensuring consistency with expected results set out in the CPD and contributes to the Annual Management Plan. Identifies problems or alternative courses of action to accelerate/ improve programme delivery
  • Contributes to quality and timely corporate reporting requirements, including Sitreps, donor reports and annual reports (COAR). Ensures that programme results are adequately and accurately reflected in such reports
  • Supports the coordination and development of contingency plans and Humanitarian Action for Children Appeals (HAC).

    2. Situation Monitoring and Assessment

  • Coordinates the Situation Analysis for the relevant programme areas and its periodic updates by monitoring and analyzing the social, political, and economic trends in the country, as they affect women and children

  • In coordination with other stakeholders, support the analysis and use of Sustainable Development Goal (SDG) and other key social development indicators (through MICS or other surveys) to improve national planning
  • Support partners in the establishment and management of national statistical databases ensuring that key indicators are readily accessible by key stakeholders. Potential uses include the Situation Analysis, Theory of Change development and adjustment, Common Country Assessment, Early Warning Monitoring Systems, and Mid-Term Reviews
  • In humanitarian response situations, provide professional support for rapid assessments (inter-agency or independently if necessary) to be carried out within the first 48-72 hours, working in close collaboration with the humanitarian partners; draft and recommend data-collection plan to cover key data gaps as required for the initial emergency response.

3. Programme Performance Monitoring and quality assurance

  • Provides technical support to set, adjust and systematically monitor programme performance and scorecard indicators, with inputs of all concerned partners throughout the programming cycle, ensuring data for key indicators of the Annual Management Plan and management reports are collected, analysed and made available to management and the Country Management Team
  • Reviews country office documents such as terms of reference, reports, including donor reports, programme documents and others to ensure coherence with national priorities for children, programme expected results and strategies, efficiency, sustainability and UNICEF systems
  • Supports sections to utilize strategic information from studies, surveys, evaluations and data to develop programme results, strategies and implementation and reporting frameworks that are equity and gender equality focused
  • Ensures ongoing analysis of key program performance and management indicators, drawing from analysis to drafts key sections of management reports, including relevant sections of the annual reports.

4. Knowledge management and capacity building

  • Promote the awareness, understanding and use of rights based and RBM approaches among all staff and partners through communication, training, learning and development activities, in collaboration with UN agencies and national institutions.
  • Utilize a range of appropriate skills building strategies to promote application of tools and methods. Assists government authorities to plan and organize training programmes. Identifies training needs for the purpose of capacity building and sustainability of programme
  • Leads the development and implementation of knowledge management strategy and approaches ensuring documents and lessons learnt are available and accessible to staff, partners and other stakeholders on digital libraries

5. Coordination and Networking

  • Collaborate with Regional Planning and Monitoring Advisers seeking guidance and technical support for programming and evidence generation activities, including those of regional scope requiring the coordinated effort of multiple countries
  • Develop partnership and collaboration with internal and external counterparts, including those of the UN, and national partners, in order to improve the ability to analyse and use development data and information, exchange information on programme status and implementation and movement/distribution of supplies.
  • Provide leadership in provision of technical advice, negotiation, advocacy and promotion of country level results, leading to agreement on practicable and priority actions to be supported by UNICEF programme and country level cooperation.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, statistics, economics, planning development, international development, social development
  • Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:

    • Five years of relevant professional work experience at the national level in programming and planning.
    • Knowledge of the UN system and processes and specific experience in results-based management and country programming is highly desired
    • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in French, English and Arabic is required.

  • Rights-based and Results-based approach and programming in UNICEF.
  • UNICEF programme policy, procedures and guidelines in the Manual.
