To carry out the mandate of UNICEF, China Country Office (CCO) identified priority areas for Country Programme 2021-2025, including addressing the unrealized rights of children including children with disabilities, migrant families, children left behind and all vulnerable groups; addressing disparities in access to quality social services; reducing violence against women and children; ensuring the relevance of inclusive education for life and work for all children; enhancing adolescent physical and mental health; and influencing and informing the public and private sectors to influence the attainment of the Sustainable Development Goals.

In demonstrating results for children at scale, UNICEF works closely with the government, private sector and other actors to reach vulnerable children through protecting their rights. UNICEF engages at national level, at the provincial and community level seeking positive change benefiting children.

The CCO Planning, Monitoring and Evaluation (PME) section provides strategic guidance and supports programme sections on programme design, planning, resources mobilization, fund contribution management, programme monitoring, situation monitoring, quality assurance of research, studies and evaluations, reporting, data and knowledge management. In doing so, it is expected that programmes will be better designed, monitored, reported and evaluated. PME also works closely with operations, partnerships and cross-sectoral working groups in delivering on UNICEF’s mandate.

How can you make a difference?

Under the supervision of the Chief of PME, the Planning Officer will contribute to strengthened rights- and results-based management, provide technical support to programme sections on programme planning and monitoring; review, document and report on results of the China Country Programme; coordinate office-wide knowledge management efforts; and support other cross-sectoral and inter-agency initiatives as required.

Key functions, accountabilities, and related duties/tasks:

  1. Supports the office plan and execute corporate planning milestones, including:
  • The preparation of key country programme documents and its periodic updates, ensuring the alignment with UNICEF’s Strategic Plan, the United Nations Sustainable Development Framework (UNSDCF), national plans and other relevant instruments that supports child rights and well-being within China.
  • Provides technical support to programme staff, government partners and other stakeholders on programme planning, and facilitates the development and quality assurance of workplans.
  1. Provides support to programme monitoring in collaboration with different programme sections, in particular the development of relevant M&E frameworks at early stage.
  2. Facilitates review, document and report on results of the Country Programme, including mid-year/annual reviews, other office-wide reviews and meetings, country office annual reports through Results Assessment Modules (RAM) system, and other important documentation of results across the office.
  3. Leads the coordination of office-wide knowledge management initiatives, including facilitating the piloting of UNICEF Global Knowledge Management Strategy in CCO, maintaining relevant online platforms for knowledge sharing, and supporting the development and dissemination of relevant knowledge products, to promote learning and feedback culture in CCO.
  4. Contributes to cross-sectoral initiatives where PME team has a responsibility. These include the Emergency Management Team, Child-Friendly City Task Force and other memberships identified within the Annual Management Plan.
  5. Participates in the Programme, Monitoring and Evaluation Group of UN system in China, and supports the implementation of UNSDCF, including quality assurance of Results Matrix and Joint Work Plans, contributing to monitoring and timely reporting of results which UNICEF adds value.
  6. Performs other related duties as assigned by the supervisor to ensure the success of the team.

Efficient and effective support to the development, implementation and monitoring of programmes/projects facilitates the delivery of concrete and sustainable results which in turn enhances UNICEF’s capacity in helping the most vulnerable children and women and its credibility with partners as a rights and results based organisation.

To qualify as an advocate for every child you will have…

  • A university degree, ideally an advanced degree, in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development or other relevant discipline.
  • A minimum of two years of relevant work experience in programme / project planning or management or another related field.
  • Familiarity with results-based management and knowledge management tools.
  • Prior experience of working with UNICEF or the UN, is highly desirable.
  • Fluency in both English and Chinese is required.
  • Strong management and coordination skills in a complex multi-organizational setting.
