Background

How can you make a difference?

Under the guidance and general supervision of the Child Rights Monitoring Specialist (NO-3), and in close liaison with the Deputy Representative, the Officer provides professional technical, operational and administrative assistance throughout preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to planning, monitoring of implementation, oversight and reporting on the Country Programme. The post will also support the identification, documentation and packaging of good practices, knowledge and lessons learned on results for children generated within the framework of UNICEF programmes in Kazakhstan at national and oblast levels. It will support identification and dissemination with national and international partners through beyond border knowledge exchange initiatives.

The efficiency and efficacy of support provided by the Officer to the CMT and wide range stakeholders contribute to the successful planning and execution of evaluation efforts that in turn result in improved country office and national stakeholders’ development planning, performance and achievement of concrete and sustainable results.

Effective implementation of evaluations enhances UNICEF’s capacity and credibility in delivering highly effective programs and concrete and sustainable results that directly improve services to mothers and children in the country.

The Planning, Monitoring & Knowledge Management (KM) Officer is to be engaged in Kazakhstan Country Office (CO) to contribute in strengthening planning, monitoring and knowledge management of the Country Programme.

Duties and responsibilities

1. Setting Standards for Programme performance planning and monitoring • Provide technical support as necessary to the process of developing and monitoring rolling Work Plans, including reporting on progress of the equity and gender marker as outlined in the Programme Policy and Procedures Guidance. • Provide technical support in organising and managing annual/mid-term/end term country programme reviews ensuring consistency with objectives and goals set out in the CPD and the Annual Management Plan. • Monitor Country Office Performance and data for key indicators of the Annual Management Plan and management reports are collected, analyzed and made available to management and the Country Management Team. • Monitor follow-up actions based on management decisions resulting from Country Office performance monitoring. • Carry out data collection and analysis from field visits, standardising them across programmes, to feed into to programme performance monitoring. • Support the programme components to effectively monitor and report on the intersectoral programme results, cross sectoral programme component results to facilitate programme coherence and convergence where appropriate. • Contribute to development of programme monitoring framework for the learning zones including technical backstopping to the field team for convergent programming. • Compile monitoring information/data, and make them available to programme sections. Contribute to the preparation of management reports (e.g. budget monitoring reports; relevant sections of the annual reports) and donor reports. Assist in the preparation of reports on systemic issues or analysis/data related to programme implementation and/or evaluation, including programme’s performance, relevance, efficiency, effectiveness, and sustainability. • Provide technical support and guidance to the programme sections in completing RAM, SMQs and reporting on RRF indicators timely.

2. Support to the preparation and implementation of the monitoring and evaluation plan and dissemination of the results • Participate in research and evaluation planning and discussions and support the development and completion of EISI. • Support the design and implementation of research and evidence generation activities, including oversight of contractors and partners • Provide technical and operational support throughout the evaluation process by executing/administering a variety of technical, operational and administrative transactions, preparing required materials/documentations to facilitate evaluation planning, implementation and reporting. • Draft and/or develop terms of reference for external consultants and initiate the recruitment process to ensure the timely selection and recruitment of evaluators. Manage the various processes of assessing and/or selecting consultant and evaluation teams to facilitate the recruitment/selection process • Organize materials, briefings and all required administrative arrangements to ensure external consultants are provided appropriate and comprehensive information to start and continue effectively and efficiently the conduct of evaluations. • Support the evaluation budget preparation. Monitor and verify the use of resources for compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution. • Consult stakeholders to seek clarification and/or validate findings from draft and final evaluation reports and report on feedback to facilitate timely action. • Upload/disseminate completed evaluation reports into EISI to allow global sharing and final quality review. • Upload each approved management response in the tracking systems and monitor quarterly update and produce analytical reports for management action and decision on implementation of evaluation agreed actions/recommendations.

3. Networking and partnership building • Provide technical and operational support to a wide range of stakeholders and evaluators on UNICEF and UNEG policies, practices, standards and norms. • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate monitoring and build their capacity for planning and implementation. Provide support to programme in enhancing quality of IP management including technical advice and guidance, facilitation of assessment and assurance activities, recording and documenting knowledge and lessons learned. • Participate in appropriate inter-agency (UNCT) meetings/events to collaborate with inter-agency partners/colleagues on UNSDCF operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the UNSDCF development and planning process.

4. Knowledge management and capacity building • Identify, capture, synthesize and share lessons learned for integration into broader knowledge development planning and management efforts. • Research and report on best and cutting edge practices for development planning of knowledge products. • Strengthen knowledge management system in the CO through KM strategy implementation and effectively manage knowledge evidence repositories and put in place mechanisms that ensure data is readily available. • Support internal documentation, monitoring and assessment exercises. • Provide professional assistance in data collection and analysis, report and participate in the Programme Knowledge Network. • Provide quality assurance and contribute to the preparation of programme reports required for the management. • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have… • Education: A University Degree in economics, psychology, sociology, education or other social science field is required. • Work Experience: A minimum of 2 years of professional experience in social development analysis and programming at the international and/or in a developing country is required. Relevant experience in programme planning, monitoring and knowledge management in a UN system agency or organization is an asset. • Language Proficiency: Fluency in English and Russian is required.
