Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ecuador, UN Women Strategic Note prioritizes two thematic areas: Economic Empowerment and Ending Violence Against Women. Also, its programmatic offer is enhanced by mainstreaming gender responsive approaches and methodologies in leadership and participation, gender responsive planning and budgeting, humanitarian assistance and peace and security.

Placing women’s rights at the center of all its efforts, UN Women lead and coordinate United Nations system efforts to ensure that commitments on gender equality translate into action. This work is framed within the United Nations Sustainable Development Cooperation Framework (UNSDCF) and enhanced by existing coordination mechanism such as the MEGECI and WEPs community of practice.

To improve its efficiency and effectiveness, UN Women has placed emphasis on improving its planning and results-based management. Internal capacity building and support provides guidance staff and partners in gender responsive planning and results-based management.

Based on its expertise and experience and reporting to the Regional Office for the Americas and Caribbean, UN Women Ecuador Country Office provide technical assistance to UN Women Country Offices and regional partners in gender responsive planning and budgeting. Through this assistance UN Women aims to increase financing for gender equality by promoting the exchange of experiences, scaling up methodologies, building capacities in national partners and developing knowledge products.

Reporting to the Country Representative, the Planning and Coordination Analyst will provide support to the Country Representative in strategic programme planning, inter-agency coordination, resource mobilization and partnership building, as well as advocacy and communication. Also, in coordination with the Regional Office, the Planning and Coordination Analyst will provide technical assistance in gender responsive planning and budgeting.

Duties and Responsibilities

1. Provide technical inputs to the Country Representative in strategic planning, for the Ecuador Country Office.

  • Provide technical inputs on the formulation of concept notes for UN Women's intervention areas, as well as the office’s strategic note.
  • Provide technical support and collaborate with country office colleagues to coordinate programme interventions at the field.
  • Provide technical inputs to the development of country programming processes and products, including the annual workplan, strategic note, and programme/ project documents, the preparation of United Nations Development Assistance Framework (UNDAF) and other UN system joint programming documents.

2. Provide reporting, monitoring and tracking support

  • Draft and monitor the CO’s Monitoring, Evaluation, and Research Plan.
  • Provide technical inputs and facilitate to annual work plan monitoring, reviews and reporting.
  • Follow up on required action/outstanding issues and report on outcome/ result. Alert the Country Representative on critical issues to be addressed.
  • Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process.
  • Coordinate the completion of institutional management tools (RMS, DAMS, GATE, LEADS).

3. Provide technical support to the Country Representative and Country Office on inter-agency coordination

  • Provide technical support to joint inter-agency UN planning processes and similar exercises.
  • Draft briefing materials for the CO/MCO on issues to be discussed in the UN and other events and meetings.
  • Draft background materials and analysis for the Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT.
  • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences, as necessary.

4. Provide technical and coordination support to the development of strategic partnerships and resource mobilization efforts

  • Provide coordination support in managing activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector, and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes. This activity focuses on MEGECI (International Cooperation Working Group for Gender Equality) Technical Secretariat, Civil Society advisory Group functioning and WEPs adhesions and implementation.
  • Draft background documents and analysis for the Country Representative to forge and implement strategic partnerships to increase outreach on UN Women’s work in country.
  • Provide technical and coordination support to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality.
  • Provide network and capacity development support to partner Civil Society Organizations and other stakeholders, as necessary.

5. Contribute technically to design and develop programme strategies in Gender Responsive Planning and Budgeting

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives.
  • Provide draft inputs to strategy documents, briefs, policy dialogue and other documents related to Gender Responsive Planning and Budgeting.
  • Provide technical inputs to resource mobilization strategies; analyze and maintain information and databases
  • Provide technical inputs to the preparation of donor and UN Women reports.
  • Draft relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Develop background documents, briefs and presentations related to Gender Responsive Planning and Budgeting.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.

6. Provide technical assistance and capacity development in Gender Responsive Planning and Budgeting to UN Women and partners.

  • Coordinate and provide technical support in the implementation of Gender Responsive Planning and Budgeting activities.
  • Coordinate the development of knowledge management methodologies, and products.
  • Maintain relationships with partners in the region to support implementation and expansion of the Planning and Budgeting programme.
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
  • Draft reports on monitoring missions, area results (outputs and outcomes).

7. Facilitate knowledge building and sharing

  • Provide inputs to the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning.

Required Skills and Experience

Education

  • Master’s degree or equivalent in human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Specialized studies in gender responsive planning and budgeting is an asset.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage

Experience

  • At least 2 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes.
  • Experience coordinating and liaising with government agencies, UN Agencies, International cooperation partners, private sector and civil society organizations.
  • Technical experience in Gender Responsive Planning and Budgeting.
  • Experience in the development, planning, implementation, monitoring and reporting of Programmes is an asset.
  • Experience working in gender equality and women’s rights at the international level is an asset.
  • Experience working in the UN System is an asset.

Language Requirement

  • Fluency in Spanish and English is required.
  • Knowledge of the other UN official working language is an asset.
