The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. There are significant gaps in the response, according to Libya’s Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs. IRC’s team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. The emergency health activities will be focused on supporting essential primary health care. The reproductive health activities will specifically target women and girls. IRC’s emergency team is engaging local communities and empowering them to ensure they have equal access to health services while mobilizing outreach medical teams to maintain proximity to the people in need.

Job Overview/Summary: The pharmacist Assistant and will report directly to supply chain manager and Pharmaceutical Manager for technical part. S/he will act as the focal person for logistical activities related to health department in Tripoli and other locations as required, this includes including Purchase Requests, stock reception and management, quality of purchased items, replenishment, order preparation, controlling consumption, communicating with logistical and bookkeeping. Also, the pharmacist assistance will play an important role in drafting reporting about the situation of the stock consumption, ongoing orders.

Major Responsibilities: Under the supervision of supply chain manager, the Pharmacist Assistant is responsible for: Develop familiarity with the Ministry of Health’s regulations on management of drugs. Reports directly to the supply chain manager and Pharmaceutical Manager for technical part. Ensures drugs are stored and transported according to instructions and standard procedures. stock reception and issuing for medical goods and medicine. Takes part in preparing drug orders required from the warehouse. Inspects items as to quality, quantity, and expiry dates and provides the supply chain manager with feedback in case of irregularity. Arranges stock by category, with the First Expiry First Out technique. Monitors the WH temperature daily & records it in order to ensure all items are kept at the appropriate temperature. Together with the Pharmaceutical Manager/ SC manager, conducts inventory control of the warehouse on a regular basis. Follows all safety measures and rules in the warehouse. Ensures respect for good storage/distribution practices (GDPs) for Pharmaceutical Products. Assists in the gathering of stock indicators if needed. Takes part in regular audits on respect for GDPs: the layout of the warehouse, storage, product arrangement, reception, distribution and transport. Helps ensuring un-interrupted delivery of essential supplies/equipment (medical/non-medical) required at the mobile health team. Prepare a monthly report regarding consumption in all locations as requested by Sc Manager Follow up on PIT updates and make sure data are entered correctly. Update the stock cards systematically and according to IRC SOP’s Maintain warehouse register, monitor warehouse situation condition, maintenance security measures and highlight any thing missing to SC manager

Staff management The Pharmacist Assistant will not be line managing any internal staff.

Working Environment: This position will be based out of the IRC field office in Tripoli, Libya.

Qualifications

Job Requirements: Bachelor’s degree in pharmacy or clinical pharmacy, with valid practice license in Libya. At least 2 years of experience in managing medical stocks and replenishment. Knowledge of Libyan pharmaceutical regulations and policies. Experience in storing and dealing with medical supplies (drugs and disposable equipment) Ability to work in a multi-cultural environment Capacity and flexibility to work under pressure and difficult conditions Effective team player with public interest driven orientation Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. (mandatory excellent level ) Very good communication in English and fluent in Arabic Strong sense of personal integrity and understanding of confidentiality and ethics Self-directed, able to independently set priorities and solve problems with minimal guidance ____________________________________________________________________________________ The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct.
