Position: People and Culture (Human Resource) Coordinator

JOB PURPOSE

The role provides (but is not limited to) to provide technical support to WV Bosnia-Herzegovina People & Culture(P&C) Initiatives while at the same time ensuring the implementation of P&C, procedures and policies in accordance with the World Vision (WV) Partnership P&C standards and BiH Legal requirements. Support the Country Program Director to implement WV Bosnia’s strategy by undertaking all P&C tasks/functions including recruitment, employment, employee relations, compensation and benefits, performance management, staff care, employee engagement, Human Resources information system management.

JOB RESPONSIBILITIES

People and Culture (P&C) Policies, Systems, and Procedures:

  • Align P&C policies with local laws, consulting with the Senior Leadership Team, Regional P&C Department, and legal advisor.
  • Ensure regular awareness of P&C policies among staff through collaboration with managers and continuous updates.
  • Implement policies, reporting and following up on any breaches or inconsistencies.
  • Responsible to administer the HRIS System, including updates and running reports to ensure accurate and up to date data management.

Staffing/Employment:

  • Collaborate with local management for workforce planning.
  • Support local recruitment, ensuring compliance with organizational standards and local laws.
  • Facilitate orientation for new hires and manage the local exit processes.
  • Provide regular staffing updates to the Country Senior Leadership Team and Country Program Director.
  • Administer and manage payroll, including maintaining accurate personnel files and handling employee enrolment and cancellations from benefits plans.
  • Act as a liaison between employees and insurance providers, resolving benefits-related issues and ensuring effective plan utilization.

Employee Relations (ER):

  • Build awareness among staff on employee relations protocol, policies, and procedures.
  • Report ER cases following protocols, lead investigations, and reviews as needed.
  • Handle staff grievances and disciplinary actions in compliance with BiH’s Labour Law and WV’s P&C policies.

Partnering for Performance:

  • Support line managers in implementing Partnering for Performance.
  • Equip managers with skills for high performance, career development, and addressing poor performance.
  • Facilitate staffing changes in collaboration with line managers to support staff growth and career development

Talent Management & Learning and Development

  • Facilitate Talent Management module implementation and provide guidance for functionality.
  • Support line managers in conducting talent reviews and utilize various resources for leadership development.

Staff Care, Staff Well-being:

  • Ensure proper application of staff-care guides and well-being framework.
  • Identify staff care needs and recommend/implement solutions.
  • Collaborate with line managers to create a conducive working environment.

Legal Matters & Governance:

  • Coordinate with external law firm to ensure compliance with local laws.
  • Facilitate internal communication between BoD, Leadership Team, and Staff.
  • Assist SLT and Country Program Director in relevant governance related processes.

Risk Management:

  • Support SLT in developing and implementing National Office Risk Management Strategies.
  • Identify, analyze, evaluate, and monitor risks in alignment
  • Collaborate with Internal Audit for risk-based internal audit planning.

Other

  • Be familiar with audit requirements for P&C and act in a way that audit risks are at minimum
  • Be familiar with WV security plan and follow security policies, rules, procedures and instructions
  • Represent WV in an appropriate and professional manner with other NGOs and branches of the Government bodies
  • Part of WV BiH Senior Leadership Team (SLT)
  • Be familiar with WV policies and standards related to P&C for crises management and act according to those in case of crises including direct and indirect staff care plan preparation, communication and implementation.
  • Adhere to WV Adult Safeguarding policy and standards and stay committed to WV vision statement and core values;

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education and experience

  • Bachelor Degree in HR, Business Administration, Psychology or a related fields
  • 2-3 years of experience in Human Resources with medium business/medium NGO/government agency out of which. Experience with humanitarian aid in-country is a plus.
  • Practical Knowledge of BiH Labour code
  • Practical knowledge of office and HRIS system (Workday is preferable).
  • Ability to maintain positive relationships with colleagues, being self-motivated and detail-oriented;
  • Good communications skills;

Required Language(s)

  • Fluent in English, spoken and written;
  • Native in local language

Required travel and/or work environment accommodations

  • The position requires ability and willingness to travel domestically to 30% of the time.

Preferred Experience, Knowledge and/or other Qualifications

  • Ability to demonstrate sound judgment
  • Ability to contribute to the healthy team spirit within the teams;
  • Experience of work in an INGO setting and past exposure with the international working culture and practices is a huge advantage;
