The Governance and Peacebuilding team provides assistance to the needs and priorities of UNDP RBAS country offices and to regional projects and initiatives to ensure quality programming in the areas of conflict prevention and peacebuilding, inclusive political processes, human mobility, rule of law, state building and public sector reform and local governance. The Governance and Peacebuilding team consists of experts in Governance, Conflict Prevention, Prevention of Violent Extremism (PVE), Rule of Law, Security and Human Rights led by the Regional Team Leader on Governance and Peacebuilding.

As a member of the Rule of Law and Conflict Prevention and Peacebuilding Units the UN Volunteer will be involved in the daily work of the Governance and Peacebuilding Team. This UNV assignment will incorporate regional and country level support in the areas of rule of law and human rights and conflict prevention and peacebuilding, with the guidance from the Conflict Prevention and Peacebuilding Regional Advisor and Rule of Law and Security and Human Rights Specialist. The work includes organizing events and discussions, conducting research, supporting project/programme implementation both at the regional level and with Country Offices, assisting in the development of project documents, concept notes, communication and knowledge materials, and other tasks as directed by the supervisor and the Team Leader.

Under the direct supervision of the Conflict Prevention and Peacebuilding Advisor, and under the overall guidance of the Regional Team Leader on Governance and peacebuilding, the UNV will undertake the following tasks:

Policy and strategy development: • Prepare policy briefs, sector scan, status papers on development challenges based on desk review studies and analysis for evidence-based advocacy and policy development in the field of conflict prevention and peacebuilding, rule of law, security and human rights. • Provide support to initiatives at regional level, including substantive inputs to programme planning, implementation and monitoring, drafting of relevant project documents, such as memos, briefs, talking points, meeting debriefs, minutes. • Draft and contribute toward concept notes, agendas and other related documents for initiatives at regional level. • Participate in the development of new or ongoing initiatives, including support reviewing of pol-icy literature to enhance UNDP programming in the fields of conflict prevention and peace-building, rule of law, security and human rights within the Arab Region.

Support Knowledge Sharing: • Support in identifying areas of knowledge sharing based on needs, trends and capacities, with a focus on South-South cooperation. • Assist in the design and organization of regional and cross-regional Communities of Practice events, including identifying strategies to facilitate for continued knowledge sharing in the specific thematic areas. • Contribute toward documenting good practices, cases studies, innovations and pilot models for wider dissemination and sharing.

Contribute to Global/Country-level Knowledge Products: • Assist in preparing knowledge and communication products related conflict prevention and peacebuilding, rule of law, security and human rights projects and programs within the Governance and Peacebuilding Team. • Participate in reviewing knowledge products (e.g., subject, design and content). • Support dissemination of knowledge and communications products.

Provide Country Office programme support: • Support the country office focal point system by supporting primary focal points. • Contribute towards the drafting and editing of papers and policy briefs on rule of law related development challenges. • Undertake desk research and analysis on conflict prevention and peacebuilding and rule of law, justice and human rights to enhance UNDP programming. • Provide input in the development of new regional initiatives and support in the implementation of ongoing initiatives.

Project Design, formulation and other project related functions: • Assist in conflict prevention and peacebuilding, rule of law, security and human rights program development within UNDP in the Arab Region feeding into global policy development. • Participate in preparing conceptual framework and concept notes on new areas of work or development challenges relating to conflict prevention and peacebuilding, rule of law, security and human rights. • Assist in the development of technical support of new or existing interventions or projects. • Help in preparing and reviewing project documents.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

conflict prevention and peacebuilding, and rule of law, security and human rights at the national and/or international level ; Experience in working in the UN or other international development organizations is an asset; Experience in facilitation, consensus-building, dialogue processes, mediation, dispute resolution, social cohesion, and relevant conflict prevention and peacebuilding intervention areas highly desirable. • Knowledge or work experience in the Middle East and North Africa is desirable. • Previous experience as a volunteer and/or experience of another culture would be highly regarded. • Report-writing with the ability to present recommendations supported by findings gathered through desk review. • Organizational skills and analytical, research, data gathering, writing and communication skills. • Strong commitment to working for sustainable development, peacebuilding and human rights. • Previous experience as a volunteer and/or experience of another culture, (i.e., studies, volunteer work, internship) would be highly regarded. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in peacebuilding and development volunteerism as a mechanism for durable development, and the UN System.

Location: The Hashemite Kingdom of Jordan is located in the Middle East. Bound by Syria to the north, Iraq to the northeast, Saudi Arabia to the east and south, Red Sea to the south and the Palestinian National Authority to the west.

Weather: Jordan’s climate can be classified as semi-arid (Bsh) on the Koeppen-Geiger classification. It features a hot, dry climate characterized by long, hot, dry summers and short, cool winters. The climate is influenced by Jordan's location between the subtropical aridity of the Arabian desert areas and the subtropical humidity of the eastern Mediterranean area. January is the coldest month, with temperatures from 5°C to 10°C, and August is the hottest month at 20°C to 35°C. Daily temperatures can be quite hot, especially in the summer; on some days it can be 40°C or more, especially when a hot, dry southerly wind blows. Such winds can sometimes be very strong and can cause sandstorms. About 70 percent of the average rainfall in the country falls between November and March; June through August are often rainless. Rainfall varies from season to season and from year to year. Precipitation is often concentrated in violent storms, causing erosion and local flooding, especially in the winter months.

Safety and Security: Jordan is a relatively stable country. The potentials for internal or external armed conflict are considered very unlikely in the current political environment. Peaceful demonstrations, and sometimes road blockages, do occur in Jordan, motivated by domestic factors such as unemployment, deprivation of resources and development or for regional issues such as solidarity with the Palestinian cause or with the Syrian crises. Most of these events are driven by civil society unions and Islamic parties. Domestic tribal civil unrest sometimes turns violent, especially outside main cities, due to tribal disputes or socio-economic reasons. In all occasions law enforcement agencies usually manage to contain the situation rapidly. Road traffic accidents are the primary threat against UN personnel in Jordan. Poor road conditions and bad driving behaviours are the main reasons for the high rate of traffic accidents. Amman is a category A duty station with security level 1.

Transportation and housing: Taxis as well as ride-hailing services (Uber and Careem) are abundant and affordable in Amman. Medical facilities are generally very good, particularly in Amman where there are several modern, well-equipped public and private hospitals. Public minibuses are the most common form of public transport. They normally only leave when full, so waiting times of an hour or more are inevitable, especially in rural areas. The larger air-con buses offer a speedy and reliable service, departing according to a fixed schedule. Housing is readily available with rents for one- to two-bedroom apartments ranging between 500 and 800 JD (1 JD = 0.708 USD) depending on the location.

Health Services: Medical facilities are generally very good, particularly in Amman where there are several modern, well-equipped public and private hospitals. Almost all doctors (and most pharmacists) speak English; many have studied abroad.

Language: The official language of Jordan is Arabic, but English is widely spoken – especially in the cities. Many Jordanians have travelled or have been educated abroad so French, German, Italian and Spanish are also spoken, but to a lesser extent.
