The Office of the UN Resident Coordinator in the Republic of Serbia operates under the UN Resident Coordinator’s strategic guidance and it supports the UNCT in the development, implementation, monitoring and reporting of the UN Cooperation Framework (former UNDAF) and in the activities related to the Agenda 2030. The office facilitates establishment and implementation of mechanisms that ensure all members can fully participate in UNCT consultations and decision-making processes and are informed through regular communications and information sharing.

The Office of the UN Resident Coordinator in the Republic of Serbia fulfills the following five key functions in support of the responsibilities of the RC and the UNCT:

(1) Strategic planning;

(2) Development economics;

(3) Partnerships and development finance;

(4) Data and results management and reporting; and

(5) Communications and advocacy.

The Office of the UN Resident Coordinator in Serbia has currently nine core staff members: Team Leader and Strategic Planner, Senior Economist, Partnership and Development Finance Officer, Communications and Advocacy Officer, Human Rights Advisor, M&E Officer, Executive Associate to RC, Driver/Assistant.

Assignment context

The UN system in Serbia operates under a national UN Sustainable Development Cooperation Framework 2021-2025 (UNSDCF), which is developed by the UN country team (UNCT), in consultation with its main stakeholders (government, communities, donors). It focuses primarily on development issues, with an element of disaster preparedness and conflict prevention. It supports national priorities and it is anchored in the principles and objectives of Agenda 2030 (17 SDGs and the Leave No One Behind overarching principle - LNOB). The development and reform context in Serbia is shaped by the EU accession agenda, as for all the other countries in Western Balkans, in full synergy with the EU accession agenda.

The UNCT is currently in the process of finalizing the Plan of Action to Support Justice, Trust Building, Social Cohesion and Counter Hate. The objectives are reflected in the UN Sustainable Development Cooperation Framework (UNSDCF), priority three “Building trust and mutual accountability through the rule of law, rights and duties”.

The Resident Coordinator’s Office in Serbia would like to engage a UNV as Peace and Development, Transitional Justice and Reconciliation Associate to provide support to the UNRC/UNCT in the advancement of work towards strengthened social cohesion, transitional justice, fostering trust building and social cohesion through interventions to decline hate speech and divisive rhetoric in the Serbian society, among others.

This UNV Assignment will be mostly involved in supporting the implementation of the Action Plan, within the framework of Cooperation Framework 2021-2025. UNCT Serbia website is: https://serbia.un.org/

Under the direct supervision of UN Resident Coordinator and in close coordination with the RCO Team Leader and the Human Rights Advisor, the UN Volunteer will undertake the following tasks:

• Supports the RC/UNCT in the implementation of the Plan of Action on Social Cohe-sion, transition justice and hate speech. • Works closely with the Human Rights Advisor in preparing and monitoring a yearly plan of activities to be implemented by Agencies in pursuit of the Action Plan. • Updates regularly the mapping of UN projects under the area of Social Cohesion, tran-sitional justice, hate speech. • Supports the RCO team in research work around peace building, transitional justice, hate speech, reconciliation related issues and their impact; • Supports the work of UNCT Results Group 3 in the areas of peace building; • Works closely with the UNDP Project Manager in the implementation of the Regional Project funder through Peacebuilding Fund and keeps the RC abreast of project re-sults. • Supports the development of advocacy and communications campaigns to promote peace, reconciliation, prevent hate speech through close liaison with UN Communica-tions Group and with specific focus on young people; • Works with UNCT Youth Advisory Group on issues related to the above. • Assists RCO team in compiling all regular and ad hoc reports as needed; • Supports organization and implementation of meetings and maintain the data base of UN partners in above thematic areas; • Maintains relevant documents and list of contacts (government, civil society, interna-tional community) that work in the area • Identities and maps options for peace building and reconciliation related funding and contributes to preparation of UNCT joint programming activities; • Works closely with other UNVs in UNCT Serbia in promoting volunteerism in UN de-velopment activities; • Participates in SDG related work relevant for these programmatic activities.

Computer skills (i.e. Word, Excel, PowerPoint, social media, and others) Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

The UN Volunteer will be based in Belgrade, the capital of the Republic of Serbia. The urban area of Belgrade has a population of 1.23 million, while nearly 1.7 million people live within the administrative limits of the City of Belgrade. Belgrade has an extensive public transport system consisting of buses, trams, and trolleybuses, which is affordable and widely used by residents. The city is well connected with the other parts of the country as well as with other European cities and capitals by busses, trains and airlines. Thanks to Belgrade’s central location, most of the other European cities are a couple of hours away. Belgrade itself became one of the prominent touristic destinations in Europe. Belgrade offers a unique sense of history, a rich vein of culture, and a variety of entertaining, cultural, sport and out-door experiences. Social life in Belgrade is usually a pleasant experience for foreigners and there is a range of activities available. Belgrade real estate market is very vibrant, and it is not difficult to find safe and comfortable accommodation. Services in terms of banking, transportation, communications, etc. are well-developed and available. The significant number of people in Belgrade speak English, so it won’t be a problem in everyday communication. English-speaking media is available, and restaurants and cafes have menus in English.
