Duties and Responsibilities
The United Nations Environment Programme (UNEP) recognizes the need to address global environmental concerns in an increasingly urbanizing world. It is in this context that UNEP supports and promotes sustainability in buildings and construction, emphasizing sustainable buildings’ local and global benefits and the role of the built environment in delivering against the New Urban Agenda and the 2030 Agenda with its 17 Sustainable Development Goals. UNEP hosts the Secretariat of the The Cool Coalition, which is a global multi-stakeholder network that connects a wide range of key actors for sustainable cooling from government, cities, international organizations, businesses, finance, academia, and civil society groups to facilitate knowledge exchange, advocacy and joint action towards a rapid global transition to efficient and climate-friendly cooling and heat resilience. The Secretariat of the Cool Coalition is based in UNEP. The Passive Cooling Working Group, jointly established by Cool Coalition and Global Alliance for Buildings and Construction (GlobalABC), will develop passive cooling guidelines for policy-makers to help them develop a building energy code that incorporates passive cooling. The guidelines will also support design professionals in implementing passive cooling strategies on the ground. The target audience will be the ones who live in hot and tropical locations whose cooling demand is dominant throughout the year. In this context, an international consultant with knowledge, networks and expertise in passive cooling and thermal comfort is needed to support UNEP-hosted Cool Coalition’s workstream. The consultant is expected to develop the guidelines as a lead author by consulting with UNEP officials and the working group members.
