The Danish Refugee Council is currently looking for a skilled and experienced Partnerships Technical Officer to join our team in Warsaw, Poland

The Danish Refugee Council (DRC) is a leading protection agency whose mandate is to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. DRC has been operating in Ukraine since 2014, following previous operations in the 1990s and between 2007-2013. Over the years, DRC successfully maintained its presence in the government-controlled areas (GCA) and adapted its programs to provide early recovery and durable solutions to people affected by the conflict including IDPs and communities living along the contact line, as well as reduce the threats of explosive ordnance with a growing humanitarian mine action program.

Due to the ongoing conflict that began on Feb 22, DRC opened offices in Poland, Moldova, and Romania to provide support to displaced populations through a partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

The Partnerships Technical Officer (PTO) will support the development and effective implementation of the partnership-strengthening components for DRC programs in Poland according to DRC’s organizational values and standards. The position requires technical experience, diplomacy, previous experience in liaising respectfully and horizontally with a large network of partners, and a high degree of responsibility and flexibility.

Under the supervision of the Partnerships Coordinator, the PTO will be responsible for the drafting, coordination, and implementation of the partnership development and capacity-strengthening initiative for DRC’s partner organizations in Poland. The PTO will belong to the Programme department, reporting to the Partnerships Coordinator and working in close coordination with the technical sector teams (Protection, SMS, Risk Education, etc.). Your main duties and responsibilities will be:

Partnership Development Plans

  • Together with the Partnerships Coordinator, review partner capacity assessments and other diagnostic tools to define conclusions, assumptions, and recommendations for capacity strengthening.
  • Support the Partnerships Coordinator in developing a Partnership Development Plan for each of DRC's partners, including - but not limited to - training objectives, plans, and schedules, with feedback from key internal (Technical Coordinators, Project Managers, Support Services) and external (partner focal points) stakeholders.
  • Finalize an annual plan for the Partnership Development implementation.
  • Develop tailored Partnership Development materials (including training materials) in localized language, adapted to the national context and using different internal and external sources (e.g. DRC Operations Handbook and InSite, IASC guidelines, the Core Humanitarian Standard for Quality and Accountability, etc.).
  • Establish (and update as needed) a centralized repository, where all Partnership Development materials will be available.
  • Manage the procurement processes for external trainings, including inter alia the drafting of training terms of reference in coordination with the Technical Coordinators, Project Managers, and Support Services, the delivery of inductions to the external trainers on training requirements, and the follow-up of deliverables and payment(s), in close coordination with the Partnerships Coordinator and in compliance with DRC’s procurement guidelines.
  • Consolidate the individual Partnership Development Plans at the country level to extract trends, commonalities, and similar areas that could allow for cost-effectiveness during the Plans’ implementation.
  • Ensure optimum efficiency and efficacy during the implementation of the Partnership Development Plans via the Partnerships Development Officers, including by overseeing the quality of their implementation and/or facilitating capacity-building activities (training, workshops).
  • Develop, in close collaboration with the DRC MEAL Team, the Partnership Development Plan Evaluation in accordance with DRC standards.

Partnership and Programme Support

  • Contribute to the development of the DRC Partnership Approach for Poland.
  • Support the Partnerships Coordinator on any aspects related to partnership lifecycle management. This includes, but is not limited to, partner mapping and identification, the administration of pre-contract assessments, and the negotiation, finalization, and amendment of sub-grant agreements, partnership agreements, and MoUs (including the relevant annexes).
  • Participate in kick-off, review, and close-out meetings and contribute to workshops, trainings, and partnership engagement events.
  • Contribute to overall technical support and oversight in implementing projects/programs through partners and in line with the relevant strategies, policies, and DRC Operations Handbook.
  • Support long-term, equitable, and sustainable relationships with the partners.
  • Any other tasks/functions that may be required by the Partnerships Coordinator and the Poland Area Manager within the scope of responsibilities of the present JD and the department it belongs to (Programme department).

    About You

To be successful in this role we expect you to have at least 2 years of proven experience in project implementation through or with local partners. Moreover, we also expect you to have the following;

  • Master's degree in political or social science, international development, economics, or another relevant field.
  • Proven experience in liaison and relationship management with local and international partners.
  • Sound planning and organizational skills.
  • Experience in drafting research/needs assessment-based programs.
  • Proven experience in capacity building and training of national staff and local partners would be an asset.
  • Excellent computer skills, including Microsoft Office.
  • Full professional proficiency in English and in at least one of the following languages: Polish, Ukrainian, and/or Russian.

Base salary range: from 11,995 to 15,320 PLN gross per month, based on experience

Duty station: Warsaw, Poland
