Background Information - Job-specific

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the overall guidance of the Director Amman Operational Hub and the direct supervision of the Partnerships Advisor, the incumbent is responsible for performing the following duties:

  1. Partnerships Development and Coordination
  • Keep abreast of social, economic, and political trends in the Hub Countries, and provide background notes and analysis, as needed;
  • Support partnerships development through active outreach to current and potential partners, based on background research, assessments of client needs, analysis of partner surveys, preparation of donor profiles;
  • Actively contribute to the identification and design, formulation and negotiation of new projects and programmes in the Hub countries and draft concept notes and project document briefs for discussion with partners;
  • Support UNOPS positioning in humanitarian responses, including participation in sectoral groups, outreach to partners, contribute to development of strategies, project proposals, factsheets, capacity statements, and other project development documents;
  • Coordinate technical and financial requirements, and support the drafting of proposals, agreements, and/or contractual documents requirement for the development, signature, and implementation of new project opportunities;
  • Coordinate and collaborate with relevant Partnerships personnel at local, liaison and HQ level, as well as Project Managers and country offices, to ensure aligned and coherent interactions with partners;
  • Create and maintain oneUNOPS Projects opportunities and engagements in alignment with UNOPS corporate guidelines including UNOPS Project Management Manual (PMM);

  • Represent UNOPS and participate in and report on the relevant inter-agency working groups and donor and government coordination meetings as requested by the Partnerships Advisor;

  • Carry out field visits for needs assessments and/ or preparatory work for preparation of proposals;
  • Prepare background notes, briefings, and other materials for the senior management;
  • Support the development of UNOPS visibility materials, including fact sheets, press releases, etc., in close coordination with the Communications Officer.
  • Undertake missions to field offices and projects, as needed.
  1. Donor Reporting
  • Review and comment on technical and progress reports prepared by projects in coordination with the Reporting Analyst.
  • Consolidation, and the finalization of narrative and financial reports;
  • Management and regular update of the reporting database and project lists.
  1. Knowledge management and innovation
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building within project and partnership development.
  • Provide regular feedback on existing systems, tools and resources to ensure its relevance to day-to-day operations.
  • Draft training materials and support Partnerships unit with the conducting of trainings for Project Managers.

Education/Experience/Language requirements

Education

  • A First Level University Degree (Bachelor's Degree or equivalent) in Business Administration, Project Management, Economics, Social Science, Development Studies, Engineering, or other related fields is preferred.

  • Advanced University Degree (Masters Degree or equivalent) in Business Administration, Project Management, Economics, Social Science, Development Studies or other related fields is an asset.

Work Experience

  • 1-2 year of experience in programme, project management, partnerships or reporting are required;
  • Knowledge of UN policies, procedures, and operations is an asset, and prior experience of working in the UN, International Organizations and Development Banks is highly desired;
  • Experience in the Middle East region is required.
  • High proficiency with computers, and other software/ platforms related to the positions field of expertise. Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is an asset;

Language

  • Fluency in spoken and written English is required;
