OBJECTIVES OF THE PROGRAMME

The mission of WHO country office in Somalia is to improve the health of everyone in the country by directing and coordinating its work through collaboration,cooperation and partnerships. In line with WHO's Thirteenth GeneralProgramme of Work 2019-2023 (GPW13), and to guide and advise healthauthorities towards achieving UHC and meeting Sustainable Development Goal 3,the objective of the WHO programme in Somalia is to support the government withnecessary policy advice to transform the health system to be stronger, effectiveand efficient. In particular, the External Relations and Resource MobilizationUnit works with the aim to: (i) develop and maintain strong, long-termrelationships with all health partners in Somalia; (ii) position WHO in such away that it is able to strengthen its health sector leadership and supportacross the country; and (iii) secure predictable, sustainable, multi-year andflexible funding through voluntary contributions, in support of impact-orientedactivities at country level, towards the achievement of UHC and Health for All.

DESCRIPTION OF DUTIES

Maintain contacts and build trust-based relationships with donors, UNagencies and NGOs relevant to emergency, health and nutrition programming.Ensure timely and proper implementation of visibility plans for donor contributions, jointprogrammes and other relevant WHO activities.Recommend and identify joint programming opportunities, including MPTFs (multi-partner trust funds), as well as review and submit such proposals, followed by supporting thecoordination of project implementation and management.Draft, review and edit various written outputs for the WHO Representative and other senior managers, including but not limited tobriefing notes, concept notes, project proposals (narrative, budget), reports,and communication materials (e.g. web stories, press releases, annual/activityreports, technical programme updates etc.). Enhance existing partnerships through timely and qualityresponses to and communication of key messages relating to the implementationof health and health cluster related activities.Analyze and facilitate the signature of various agreements in line with WHO internal policies and procedures. Conduct research on and compile profiles about different health donors and partners.Arrange meetings (locally, internationally) with partners and donors, as well as accompanyingthe WHO Representative and other senior officers on external relations,resource mobilization and/or partnership-related missions, as necessary.Develop, be responsible for, and regularly update the office's donor and partner contact database, resource mobilization portal as well as AIMS (i.e. Somalia's ‘Aid Information ManagementSystem').

REQUIRED QUALIFICATIONS

Education

Essential: University degree in international relations, political/social science, business, economics, or law. Desirable: Experience and/or qualifications in external relations, resource mobilization, partnership-building.

Experience

Essential: At least two years' experience in externalrelations, resource mobilization, partnerships and/or programme/projectmanagement. Experience in partnership-building, as well as workingwith and/or reporting to major donors (CERF, EU/ECHO, SIDA, FCDO, USAID/BHA,Gavi, Global Fund, World Bank). Experience in donor visibility activities. Desirable: Prior work experience with WHO, UN or other similarinternational organizations. Experience working in a humanitarian context.

Skills

Good knowledge on external relations, resource mobilization and partnership-buildingapproaches. Proven skills related to drafting and finalizing grant/project proposals and donorreports.Knowledge of public affairs and/or donor visibility activities and strategies.Ability to innovate, integrate, synthesize and communicate concepts and ideas verballyand in writing. Ability to monitor and communicate progress in terms of process and results.Self-motivated,ability to work with minimum supervision; ability to work with tight deadlinesExcellent oral and written skills; excellent drafting, formulation, reporting skills.Accuracy in document production and editing. Sound security awareness.Knowledge of WHO programmes and activities in Somalia.Knowledgeof political dynamics of Somalia

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1728 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
