Background Information – WEC UNOPS Water and Energy Cluster (WEC) supports the design and management of multi stakeholder initiatives by providing services in financial and grant management, procurement, human resources, and project management. The cluster has supported projects in the areas of water resource management, climate change adaptation, mitigation and transparency, energy access and distribution and environmental conservation under the Paris Agreement. The WEC has also supported operations and financial management services, in Vienna, the rest of the ECR region and beyond. The main partners include UN agencies, bilateral agreements (with the Nordics, Germany, and Italy), the Green Climate Fund and several NGOs (such as CIFF and CWF).

Background Information - CCAC The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. Functional Responsibilities

Summary of functions: 1. Ensure high levels of country engagement in the CCAC 2. Be responsible for conveying country needs/requests to CCAC Hubs 3. Ensure progress of country-driven CCAC projects 4. Manage CCAC Secretariat personnel with UNOPS contracts

In all these functions, the incumbent will liaise closely with UNEP and UNOPS personnel. The role will also require other work relationships outside the CCAC Secretariat, including with UNEP’s Climate Change Sub-Programme Coordinator and Programme Officers located in other divisions as well as UNEP regional offices and other partners. Externally, the incumbent will be required to work on a daily basis with senior officials from national governments.

Leadership role The incumbent will have a role as a programme manager and supervisor of contractors and consultants, working closely on a range of matters falling under the responsibility of the Head of the Secretariat and Programme Managers. Given the role, he/she will be the first port of call for CCAC Secretariat team members when it comes to matters related to country engagement (primarily developing countries), CCAC National Consultants, and country-driven CCAC-funded projects and progress.

Enabling environment The role requires close engagement with the Head of the Secretariat and Programme Officers. He/She will also work collaboratively with other members of the CCAC Secretariat team, including a Senior Programme Officer, Communication Officer, Fund Management Officer, Associate Programme Officer, as well as a range of UNEPand UNOPS hired consultants, individual contractors and interns.

Internal/External focus of the job The incumbent will be required to work in close coordination with the Head of the Secretariat) and Programme Officers, as well as direct contact with CCAC Partner focal points who are mostly senior officials from governments and other non-state entities. Liaising with new and potential partners on a range of matters, the role will be approximately 50% internally focused and 50% external.

Ensures high levels of country engagement in the CCAC Manages country engagement and support (particularly developing countries, and especially those in the Latin America and Caribbean region,) by: - Coordinating targeted expert assistance requests; - Running the CCAC’s annual ‘Expression of Interest’ process; - Formulating projects and CCAC Calls for Proposals in line with the CCAC 2030 strategy; - Managing related implementing partner agreements; - Assessing requests, seeking approval and recruiting CCAC National Consultants; - Coordinating knowledge sharing and capacity strengthening events at national and regional levels - Developing related documents for CCAC decision making processes, and coordinating inputs with CCAC partners and Programme Officers and the Head of the Secretariat ; and - Other related tasks.

Responsible for conveying country needs/requests to CCAC Hubs Takes responsibility to ensure country engagement in, and sharing of information with, CCAC Hubs by: - Actively sharing information on country needs/requests collected through the CCAC’s annual ‘Expression of Interest’ process; - Facilitating discussions on possible approaches at a regional, sub-regional or other relevant/thematic groupings; - Ensuring and enlarging the pool of potential implementing partner organisations engaged in the Hubs; - Communicating updates to all CCAC Partners regularly; and - Other related tasks.

Ensures progress of country-driven CCAC projects Oversees and ensures that CCAC-funded country-driven projects are progressing accordingly to schedule and outputs are high quality and acceptable by: - Performing quarterly check-ins with CCAC Secretariat colleagues leading on monitoring & evaluation, plus reporting; - Escalating concerns to the Head of Secretariatwith recommended actions; - Ensures the CCAC Board have updated information on country-driven projects; - Checking in with country focal points on their satisfaction with outputs and progress; - Provides inputs to CCAC donor reporting; - Draft reports on progress of country-driven action internally, making linkages/aligning with priorities under UNEP’s Climate Action sub-programme; and - Other related tasks.

Manages CCAC Secretariat personnel with UNOPS contracts Takes responsibility for the performance of UNOPS-hired CCAC personnel by: - Serving as the UNOPS supervisor of CCAC Secretariat personnel; - Managing performance; - Managing leave requests; - Facilitating further recruitments; and - Liaising closely with UNEP Programme Officersand the Head of Secretariat on all of the above.

Education/Experience/Language requirements

Education - Advanced University degree (Master’s degree or equivalent) in international relations and/or an environmental field.

Experience - At least 5 years’ experience, preferably with knowledge of climate change and air quality; - Experience working with senior officials in national governments, especially in the Latin America and Caribbean region; - Experience in project management; - Knowledge of UN rules and procedures.

Languages

  • For this post fluency in oral and written English & Spanish is required.
  • Knowledge of another UN working language would be an asset.
