Result of Service

A) Collection of energy efficiency related data at national, regional and pilot project level: o Data sets and information as per the data request. o Report to summarize the data and information collected. o A summary report of the key stakeholders of building energy efficiency in Mauritius and the pilot region of Cote d’Or Smart City. B) Coordination and engagement with key local stakeholders: o List of contacts of local stakeholders, including full names, organization, role and contact information. o Meeting notes with stakeholder consultation and communication. C) Facilitation of implementation of pilot building energy efficiency projects in Cote d’Or smart city o A report to summarize stakeholders’ feedback and comments on review. o Meeting notes on webinars and/or workshops to disseminate the project results

Duties and Responsibilities

The part-time consultant will support the following activities under the DANIDA GPUC project in Mauritius: A) The consultant should take the lead of data collection to facilitate the technical analysis and assessment of building energy efficiency in Mauritius (Cote d’Or Smart City as the pilot project), with the support and guidance of the EEMO. The detailed tasks include: • As per the Data Request from the UNEP CCC team, the consultant should take the lead in collecting required data and information with the support from EEMO team. In case the data is not available, the team will provide additional request for alternative data. In that case, it needs to have several rounds of data collection activities. • Provide relevant background information on the current state of building energy efficiency developments in national and regional level, as well as the specific buildings in pilot project. • Provide information and review on policies and regulations in Mauritius relevant to building energy efficiency and energy audit. • Facilitate, through coordination with key national and regional governmental agencies, to define steps and timeline to implement building energy efficiency pilot projects in Cote d’Or Smart City, and to develop a refined plan with the identification of the risks. B) Coordinate and engage with key local stakeholders • Map the key local stakeholders in both national and regional level, provide preliminary analysis of ‘Interest vs. Power’ for each local stakeholder, identify the main capability building needs in topics and targeted audiences among these stakeholders. • Establish contacts with potential regional/national donors, financiers, funders, real estate developers and beneficiaries of building energy efficiency within the pilot region of Cote d’Or Smart City. • Coordinate with local stakeholders for physical or virtual consultations, site visits and/or other necessary communication calls. C) Facilitate the implementation of pilot building energy efficiency projects in Cote d’Or smart city • Support on reviewing and getting feedback from local stakeholders on the reports, tools and other training materials that are developed by the project team. It may also need to coordinate with different ministries, local governmental agencies and private sectors (e.g. real estate developers for different upcoming projects in Cote d’Or Smart City). • Support to arrange webinars and/or workshops to disseminate the project results. Summary of Tasks: • Lead data collection to support technical analysis and assessment of building energy efficiency in Cote d’Or Smart City. • Coordinate and engage with local stakeholders to build energy efficiency partnerships. • Facilitate the implementation of pilot projects and disseminate findings through capacity-building activities.

Qualifications/special skills

  • A university degree (Bachelor degree or equivalent) preferably in architecture/engineering or related areas is required. * Master’ s degree preferred. * Minimum of 4 years professional experience in the buildings sector in Mauritius * Experience in organizing workshops and/or similar events is required. - Excellent written and verbal communication skills are necessary for preparing reports, proposals, and presentations, as well as for engaging with stakeholders and presenting complex information in a clear and understandable manner. - Experience in stakeholder engagement and consultation is necessary. The consultant should have the ability to effectively communicate with diverse stakeholders, including government agencies, international organizations, NGOs, and academic institutions, to gather feedback and incorporate diverse perspectives into the project. - Proven project management skills are essential. The consultant should be capable of managing timelines, and stakeholder relationships to ensure the successful completion of project deliverables. Overall, the consultant should possess a combination of technical expertise, analytical skills, stakeholder engagement abilities, report writing abilities and project management experience relevant to the indicated work to effectively support the project's objectives. - Experience in more than one of these sectors is desired. Urban development, land use planning, building energy demand. - Understanding of Mauritius’ development priorities and policies around building sector and familiarity with climate change priorities

Languages

  • Fluency in written and spoken English is required. French is an advantage. Knowledge of other UN languages is an asset.

Performance Indicators - Quality of Data Collection: Evaluation of the completeness and accuracy of the collected data based on the predefined data request, including the level of detail and relevance to the project's objectives. Evaluation of the quality and completeness of deliverables based on predefined criteria and feedback from UNEP-CCC and EEMO. - Stakeholder Engagement: Assessment of the effectiveness of stakeholder mapping, the establishment of contacts, and the depth of stakeholder consultations, including the diversity and relevance of stakeholders engaged. - Timeliness and Responsiveness: Meeting deadlines for the submission of deliverables and responsiveness to feedback from UNEP-CCC and EEMO, demonstrating reliability and project management skills. - Clarity and Usability of Reports: Evaluation of the reports' clarity, coherence, and usefulness based on feedback from target users and stakeholders, ensuring the deliverables meet the project's objectives. Impact of Capacity Building Activities: Assessment of the effectiveness of the training modules and workshops, measured by participant feedback, improvement in knowledge and skills, and subsequent application of energy efficiency practices Specific tasks and responsibilities (cover all aspects of work to be done, and do not use a table here) The consultant will undertake the following tasks: Preparatory work and scoping: Review feedback and data provided by UNEP-CCC and EEMO. Conduct a comprehensive literature review and set up initial meetings with key partners. Data Collection: Lead data collection activities, provide background information, review relevant policies, and coordinate with governmental agencies. Stakeholder Engagement: Map key stakeholders, establish contacts with potential donors and developers, and coordinate consultations and site visits. Implementation Support: Review and gather feedback on project materials, organize webinars and workshops, and document outcomes. Reporting: Prepare and submit detailed reports on data collection, stakeholder mapping, and capacity-building needs, as well as feedback from consultations and dissemination activities.
