Duties and Responsibilities

The consultant will: • Provide strategic support to the Head of Unit in fundraising, coordination, annual planning, and reporting, among others • Development and Fundraising for Clean Captive Installations for Industrial Clients in Sub-Saharan Africa (CICSA) Phase II • Support Project Coordination, Monitoring, Partner and Donor Engagement for the Mediterranean Investment Sustainable Energy Facility (MISEF) and the Digital Demand-Driven Electricity Network (3DEN) Initiative Phase II • Support Programme Coordination, Oversight and Negotiations for EmPower: Women for Climate Resilient Societies II Programme Specific tasks and responsibilities To achieve the objectives outlined above, the consultant will undertake the following: 1. Strategic Support to the Head of Unit - Strategic Planning and Oversight: Support the Head of Unit in strategic planning, including the development of long-term goals and objectives. Provide analysis and insights to support decision-making processes. - Fundraising and Resource Mobilization: Assist the Head of Unit in identifying and pursuing new fundraising opportunities. Develop fundraising strategies and prepare funding proposals. - Annual Planning and Reporting: Support with the annual planning and reporting processes, ensuring timely submission of reports and plans. Contribute to the development of strategic plans and performance indicators. - Coordination and Synergies: Strengthen coordination and synergies between the Unit’s projects and climate mitigation-related activities with other UNEP teams. Facilitate communication and collaboration across different teams and projects. - Communication, Advocacy, and Knowledge Management: Support communication and advocacy efforts to promote the unit’s goals and achievements. Assist in the development and dissemination of knowledge products, such as case studies, reports, and best practice. Participate in events and workshops to share insights, promote the unit’s objectives, and enhance the visibility of the unit's work. 2. Development and Fundraising for Clean Captive Installations for Industrial Clients in Sub-Saharan Africa (CICSA) Phase II - Project Development: Develop comprehensive project documents and proposals to clear the second phase internally at UNEP with PRC and CAG. - Fundraising: Engage with donors and funding institutions to secure financial support for CICSA phase II. Prepare and submit funding proposals and applications. - Stakeholder Engagement: Build and maintain relationships with key stakeholders of phase I including Africa Office, the implementing partner Frankfurt School and government representatives of phase I partner countries, among others. Ensure stakeholder alignment with project goals and objectives as well as managing on-the-ground expectations. 3. Support Project Coordination, Monitoring, Partner and Donor Engagement for the Digital Demand-Driven Electricity Network (3DEN) Initiative Phase II - Project Development: Assist the Programme Manager in ensuring that Phase II is successfully developed in line with the expectations of donors and in accordance with UNEP’s requirements. Ensure political buy-in from partner countries. - Project Coordination and Monitoring: Coordinate project activities including the selection and due diligence of pilot projects. Monitor the progress and performance of ongoing pilot projects to ensure compliance with project objectives and timelines. - Partner and Donor Engagement: Establish and maintain effective relationships with project partners, the International Energy Agency and the Italian Ministry of Environment and Energy Security. Facilitate communication and collaboration between stakeholders to ensure the successful implementation of projects. - Project Reporting and Communications: Prepare and submit regular project reports to donor. Develop and implement communication strategies in consultation with Programme Manger to disseminate project progress and outcomes. - Event Management and Outreach: Plan and organize events, workshops, and meetings related to 3DEN Phase I and II in consultations with Programme Manager and project partners. Conduct outreach activities to promote project objectives and achievements. 4. Support the EmPower: Women for Climate Resilient Societies II Programme - Negotiations with Financing Institutions: Negotiate financial mechanisms with financing institutions in Indonesia and Vietnam to mobilize funding for the EmPower II Programme. Ensure that investments in renewable energy and low carbon technologies are scaled up and promoted using a gender-responsive and human rights-based approach. Prepare and review negotiation documents and agreements. - Project Implementation Coordination: Support the UN and UN Women colleagues in coordinating and facilitating the implementation of project activities in Vietnam and Indonesia. Monitor and report on project progress, addressing any issues or delays. - Capacity Building and Events: Assist in organizing and participating in capacity-building initiatives and events related to access to finance, capital raising, and green growth, particularly in collaboration with VWEC (Vietnam Women Entrepreneurs Council), CHIASE, and IIX Foundation. - Oversight of Reporting Specialist: Provide oversight and guidance to the reporting specialist based in Indonesia, ensuring smooth daily operations and effective reporting. - Strategic Assistance as Climate Finance Expert: Provide strategic advice and insights on climate finance to enhance the effectiveness and sustainability of the Programme initiatives. Assist in developing and implementing innovative financing models and mechanisms to support climate-resilient investments. Conduct financial analysis and risk assessments to inform strategic decision-making and project planning. Reporting lines The consultant will report to the Head of Finance Unit, Myriem Touhami.

Qualifications/special skills

Master’s degree (M.A. or equivalent) in political sciences, economics, green management, international relations, or a related field. A minimum of 5 years in a relevant field of work, preferably with a focus on climate change, finance, programme management and coordination. Prior experience, or exposure, to working with UN agencies, are desirable.

Languages

Fluency in written and spoken English. Fluency in written and spoken Italian is advisable. Knowledge of another UN language is an advantage.
