The Danish Refugee Council is currently looking for a skilled and experienced Partnerships Development Officer to join our team in Warsaw, Poland

The Danish Refugee Council (DRC) is a leading protection agency whose mandate is to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. DRC has been operating in Ukraine since 2014, following previous operations in the 1990s and between 2007-2013. Over the years, DRC successfully maintained its presence in the government-controlled areas (GCA) and adapted its programs to provide early recovery and durable solutions to people affected by the conflict including IDPs and communities living along the contact line, as well as reduce the threats of explosive ordnance with a growing humanitarian mine action program.

Due to the ongoing conflict that began on Feb 22, DRC opened offices in Poland, Moldova, and Romania to provide support to displaced populations through a partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

The Partnerships Development Officer (PDO) will be responsible for the effective implementation of the Partnership Development Plans on the local level and will act as a DRC focal point for Implementing Partners. The role will support the technical sector leads to ensure streamlined communication between DRC and the Implementing Partners involved in the project at the area of responsibility, provide technical and administrative support to partners in compliance with DRC and donor requirements, while also supporting the Partnerships Coordinator (PC) on any aspects related to the partnership lifecycle management (partner mapping and identification, administration of pre-contract assessments, formalization of partnerships through sub-grant agreements, partnership agreements, and MoUs, archiving and reporting) in line with DRC templates and Operations Handbook requirements.

The PDO will belong to the Programme department, reporting to the PC and working in close coordination with the technical sector teams (Protection, SMS, Risk Education, etc.). Your main responsibilities will be:

Partnership Development Plans

  • Ensure the timely and quality implementation of the Partnership Development Plans in the area of responsibility following the guidance of the PC and of the Partnerships Technical Officer (PTO).
  • Co-responsible for identifying potential commonalities and synergies between the different local partners.
  • Ensure streamlined and clear communication between partners and all in-country DRC departments (Finance, Programme, and area operations) involved in the implementation of the Partnership Development Plans.
  • Deliver training to partners’ staff on subjects identified through the Partnership Development Plans and using the tailored material developed by the Partnership Technical Officer (PTO) and/or facilitate their delivery in coordination with specialized DRC staff.
  • Follow up on, and participate in, trainings and workshops organized by DRC for its Implementing Partners through external trainers.
  • Coordinate with support colleagues (supply chain, finance, etc.) any aspects required for the effective implementation of the Partnership Development Plans.
  • Implement, under close coordination with the PC, the MEAL Team, and the PTO, the monitoring and evaluation of the activities included in the Partnership Development Plans.
  • Maintain thorough and orderly documentation of every activity, meeting, and conversation pertaining to the partnership development plans.

Partnership and Programme Support

  • Contribute to the development of the DRC Partnership Approach for Poland.
  • Support the Partnerships Coordinator on any aspects related to partnership lifecycle management. This includes, but is not limited to, partner mapping and identification, the administration of pre-contract assessments and the negotiation, finalization, and amendment of sub-grant agreements, partnership agreements and MoUs (including the relevant annexes), follow-up on reporting/proposal development deadlines and planning, communicating with relevant staff members to ensure timely and quality inputs, verifying data and donor compliance.
  • Be in charge of the archive (physical and digital copies) of the partners’ dossier, ensure a proper, orderly, and systematic organization of the filesystem, and follow up with any requirements, pending documents, and all the necessary updates.
  • Ensure DRC Dynamics is used to its full capacity within its area of responsibility (partnership), create reports and data analytics whenever required.
  • Participate in kick-off, review, and close-out meetings and contribute to workshops, trainings, and partnership engagement events.
  • Contribute to overall technical support and oversight in implementing projects/programs through partners and in line with the relevant strategies, policies, and DRC Operations Handbook.
  • Support long-term, equitable, and sustainable relationships with the partners.
  • Any other tasks/functions that may be required by the Base Manager, the Partnerships Coordinator, and the Poland Area Manager within the scope of responsibilities of the present JD and the department it belongs to (Programme department).

    About You

To be successful in this role we expect you to have at least 2 years of proven experience in project/program implementation and reporting through or with local partners. Moreover, we also expect you to have the following;

  • Master's degree in political or social science, international development, economics, or another relevant field.
  • Experience in relationship management with local and international partners.
  • Experience in capacity building and training of national staff and local partners.
  • Sound planning and organizational skills.
  • Excellent computer skills, including Microsoft Office.
  • Full professional proficiency in English and in at least one of the following languages: Polish, Ukrainian, and/or Russian.

Base salary range: from 11,995 to 15,320 PLN gross per month, based on experience

Duty station: Warsaw, Poland
