Background

UN Women Jordan Country Office (JCO) supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment; promotes women’s economic empowerment; promotes the women, peace and security agenda (WPS); and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. Working across the humanitarian-peace-development nexus, the country office is implementing its Strategic Note (SN) for the period 2018-2022 and is prioritizing coherence and interlinkages across its projects and programmes and across UN Women’s triple mandate of operational, coordination, and normative work. This requires effective implementation, monitoring and reporting on progress and results, and coordination with key stakeholders in government, civil society, the international community, and the UN.

The JCO has been experiencing significant growth in its budget and resource mobilization efforts. The JCO successfully manages two multi-donor pooled-fund mechanisms in support of the WPS pillar and its resilience programming (Oasis model) – with secured contributions directly linked to its SN. This requires extensive donor intelligence, partners’ management, targeted advocacy, and increased donor visibility at the country level. The JCO is also currently undertaking a mid-term review of its SN that will support the identification of both short to medium-term partnership and resource mobilization priorities.

The JCO is at a critical juncture in terms of recourse mobilization efforts. On one side, consultations are ongoing towards the formulation of Jordan’s second National Action Plan on UNSCR 1325 (JONAP II). With the aim of renewing the pooled-fund mechanism, the JCO is engaging a variety of current and perspective partners to secure financial support to the JONAP II. As for the Oasis model, the JCO accelerated efforts to attract additional donors’ funding to sustain and scale up this successful approach nationwide. In addition, the JCO is currently developing a multi-year joint programme with UNFPA focusing on gender-based violence, which will be presented to members of the international community in November. The JCO is also identifying opportunities to secure additional non-core resources to cover all its SN needs while maintaining functional and technical expertise. Such efforts are related to current programming on women’s economic empowerment, institutional capacity building on GEWE, as well as gender data and statics (Women Count FPI).

Objective of the Assignment:

With the expanded scope and scale of work, the JCO needs immediate support to secure new partnerships and mobilize resources through timely and high-quality donor intelligence and effective external relations.

Under the supervision of the Representative, and in close coordination with the Deputy Representative and relevant portfolio leads, the Partnerships and Resource Mobilization Specialist will provide technical support to the development and management of UN Women’s strategic partnerships and relationships.

Duties and Responsibilities

1. Manage, and facilitate the implementation of resource mobilization strategies and initiatives

  • Support the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with programme and policy colleagues.

2. Maintain effective relationships with donors

  • Provide technical support to the Representative and other senior managers in the preparation of meetings and other consultations with donors, including the preparation of notes, briefs, and other materials;
  • Provide regular updates on donor profiles, databases (e.g. contacts management), and donor intelligence;
  • Provide technical support for the drafting and review of Cost Sharing Agreements:
  • Provide strategic advice on building and maintaining partnerships and positioning with potential donors.

3. Support the development and implementation of communication and outreach/advocacy strategies and plans

  • Design, develop, and implement communication and outreach/advocacy strategies, including media strategies; ensure gender perspective;
  • Integrate communication, advocacy, and outreach strategies into proposals for project/programme and other initiatives;
  • Support the creation of UN Women visibility products, packages, and positions.

Required Skills and Experience

Education:

  • A Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development;
  • Experience working with civil society organizations, international institutions, and donors;
  • Experience in the use of media and social media;
  • Experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
  • Knowledge of Arabic is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: At least 5 years of progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development (35 points)
  • Criteria 2: Experience working with the UN system, civil society organizations, international institutions and donors (25 points)
  • Criteria 3: Experience in the use of media and social media (10 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
