Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Among the 10 UN Women offices present in West and Central Africa (WCARO), UN Women Senegal is based in Dakar, Senegal, and works with the government, civil society organizations (CSOs), other UN agencies and the private sector to help achieve gender equality and women's empowerment in Senegal.

Based on UN Women Senegal's strategic note 2024-2028, the organization focuses its efforts on the following key themes: i) governance, leadership and women's political participation; ii) women's economic empowerment and iii) the elimination of violence against women and girls; iv) women, peace, security and security action. In addition to these thematic areas, within the framework of the United Nations Development Assistance Framework (UNDAF) 2019-2023, the UN Women office plays a leading coordination role within the UN country team in Senegal about gender mainstreaming issues.

Under the supervision of the Programme Coordinator, and technical guidance of the regional partnership and Resource Mobilization Specialist, the Partnerships and Resource Mobilization Analyst will provide technical support to the development and management of UN Women country office’s strategic partnerships and relationships, and resource mobilization strategy

Duties and Responsibilities

Provide technical support to the development of UN Women’s strategic partnerships in the Country:

  • Conduct partner analysis to support senior management’s engagements with new and existing partners.
  • Maintain records of partner relationship histories and strategic information, ensuring efficient information tracking and timely follow up.
  • Support the CO in monitoring and reporting on progress against UN Women’s annual work plan, goals and key performance indicators (KPIs) for national partnerships ;

    Provide technical support to the implementation of the national resource mobilization strategies and initiatives:

  • Conduct donor research and market analysis to support the CO team in updating the resource mobilization strategy;

  • Support in the development of targeted products and initiatives to support resource mobilization and advocacy efforts
  • Track and consolidate information on project/programmes pipelines and corresponding funding needs and gaps through close collaboration with country program teams ;
  • Provide technical support to the development of quality project proposals and concept notes in line with the UN Women’s strategy and donor requirements.

  • Provide support to the Programme Specialist and other senior managers in the preparation of missions, meetings and consultations with donors, including the preparation of notes, briefs and other materials;

  • Maintain donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources;
  • Provide technical support to the drafting and reviewing of partner-specific Framework Arrangements and Cost Sharing Agreements

    Support the programme, monitoring and reporting teams in the submission of high-quality and timely reports to Donors:

  • Maintain systems to ensure compliance with the terms of grants and agreements and donor regulations ;

  • Provide technical support to programme managers in the preparation of high-quality and timely donor reports and donor communication during programme implementation ;
  • Provide support to the Monitoring and Reporting Analyst in the collection of information and preparation of results-based reports for external constituencies.
  1. Provide support to strengthen internal resource mobilization capacity:
  • Support UN Women CO’s in complying with partnerships and resource mobilization internal procedures and guidelines;
  • Support the organization of partnership and resource mobilization training activities to program staff and managers based in Country Office
  • Support the creation of donor-oriented UN Women national communication products, packages and positions.

Participate in knowledge building and risk management efforts:

  • Contribute to the development of knowledge products and mechanisms to enhance UN Women’s positioning with the donor community;
  • Share knowledge and facilitate organizational learning among UN Women CO through on-line tools, templates, tips, mechanisms and guidelines;
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels, with a focus on risk management

Required Skills and Experience

Education

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 1 year of progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development;
  • Experience in gender equality and women's empowerment is required;
  • Experience working with civil society organizations, international institutions and donors is required;
  • Experience working in the UN system is desirable..

Language

  • Fluency in French is required.
  • Knowledge of English is desirable.
