Org. Setting and Reporting

This position is based in the Executive Office of the Secretary General (EOSG) of the International Seabed Authority in Kingston, Jamaica. The international Seabed Authority (ISA) is the international organization established by the United Nations Convention on the Law of the Sea (UNCLOS) to organise and regulate seabed related activities in the international seabed area (the Area), covering 54% of the world’s ocean seabed. Its mandate also includes the promotion and encouragement of marine scientific research as well as the dissemination of research results when available, the development of training programmes for nationals of developing States to ensure that they participate effectively in activities in the Area and in the work of ISA, the protection of the environment and the equitable sharing of benefits. As of today, ISA is comprised of 169 members and 106 observers including 29 States non-parties to UNCLOS, 32 United Nations bodies and other intergovernmental organizations and 45 non-governmental organizations. On 3 August 2022, the ISA Assembly established the ISA Partnership Fund, a multi-donor trust fund. The Partnership Fund aims to promote and encourage marine scientific research in the Area for the benefit of humankind and to contribute to dedicated capacity development programmes and activities aligned with the priority needs identified by developing States Members of ISA and is administered by the Assembly under the terms of reference adopted upon recommendation of the Finance Committee. The ISA Partnership Fund’s main objectives are to promote marine scientific research in the Area for the benefit of humankind, provide qualified scientists and technical personnel from developing countries with opportunities to participate in international marine scientific research programmes, finance the design, development and implementation of development programmes and activities aligned with the priority needs identified by developing States Members of ISA, contribute to the implementation of the Action Plan in support of the United Nations Decade of Ocean Science for Sustainable Development, and enhance ISA’s contributions to the implementation of the 2030 Agenda for Sustainable Development and the achievement of the Sustainable Development Goals.

Responsibilities

Under the overall guidance of the Secretary General, and the direct supervision of the Chief of Staff and Head of Strategic Planning Unit and within delegated authority, the Partnership Coordinator will be responsible for the following duties: • Gathers, selects and analyses information within the scope of activities of the ISA Partnership Fund from different sources • Keeps abreast of latest trends and developments in the area of marine scientific research and capacity development in the context of activities in the Area and provides inputs on issues to the Chief of Staff and Head of Strategic Planning Unit as well as other offices and colleagues in the Secretariat • Organises meetings of the ISA Partnership Fund Board and prepare reports, notes, speeches, and supporting documents, as necessary, including indicative budgets and activities’ proposals and indicative result frameworks for activities financed by the ISA Partnership Fund • Contributes to the implementation and monitoring of activities financed by the ISA Partnership Fund in line with both organizational strategy and practical realities and constraints; • Provides technical advice or mobilise technical expertise on programmes and policy issues including assessment and analysis, the choice of objectives, activities, the deployment and testing of innovative approaches and the development of strategies to support the efforts of the Organization to achieve its Strategic Objectives and contribute to advancing the Goals and targets of the 2030 Agenda; • Maintains contacts with donors, beneficiaries, other international organizations, governments, civil society and the private sector on matters relevant for the objectives of the ISA Partnership Fund • Contributes to resources mobilisations efforts • Performs other duties as requested by the Chief of Staff and Head of Strategic Planning Unit

Education

An advanced university degree (Master’s degree or equivalent degree) in a field related to international relations, ocean policy, capacity development and training or economics is required. A first-level university degree in combination with additional two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in political analysis, policy and planning, international relations, change management, ocean governance or related fields is required. Experience with the preparation of analytical reports, research and background papers is required. Experience in conceptualizing and organizing proposals is required. Demonstrated interest and experiences in law of the sea; deep-seabed mineral activities; ocean governance and Blue Economy matters is desirable; Experience in liaising with Member States, Corporate, UN agencies, civil society is desirable.

Languages

English and French are the working languages of the Authority. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
