The RBM Partnership to End Malaria is the global platform for coordinated action against malaria. It mobilizes for action and resources and forges consensus among partners. The Partnership is comprised of more than 500 partners, including malaria endemic countries, their bilateral and multilateral development partners, the private sector, non governmental and community-based organizations, foundations, and research and academic institutions. Since its inception in 1998, the RBM Partnership has played a critical role in global efforts that reduced malaria deaths by half and saved 10.6 million lives. The Partnership is now committed to building on these significant gains and ending malaria for good. Despite these gains, malaria still poses a significant threat to public health and sustainable development. WHO report indicates that in 2019, there were 87 countries and territories that reported a total of 229 million cases of malaria cases and 409 000 deaths. Worldwide, 11 countries - all but one in sub-Saharan Africa - carry 70% of the global malaria burden. At the same time, more countries than ever are within reach of elimination

The RBM Partnership is a global health initiative created to implement coordinated action against malaria. It mobilizes for action and resources and forges consensus among partners. The Partnership is composed of a multitude of partners, including malaria endemic countries, their bilateral and multilateral development partners, the private sector, nongovernmental and community-based organizations, foundations, and research and academic institutions. The partners join the RBM Partnership on a voluntary basis through their commitment to a malaria-free world. The work of RBM is guided by the 2021-2025 Strategy .

Role of the Partnership and Resource Mobilization Manager

The purpose of this role is to take a lead in the resource mobilization for sustainable long-term funding for the RBM partnership, both at the secretariat and at the field level, to ensure an upscale in funding to support the work of RBM and ensure that financial gaps that limit the RBM partnership in the fight to end Malaria are significantly reduced and or entirely eliminated. This role will also ensure establishment and maintenance of strategic partnerships within the global health sector, donors, private sector, Permanent Representations missions in Geneva and RBM allies to further support the work of RBM.

Furthermore, the Partnerships and Resource Mobilization Manager for Malaria will play a pivotal role in driving impactful change by fostering strategic collaborations and securing essential resources. Through the cultivation of partnerships with governmental agencies, international organizations, private sector entities, and civil society groups, this role will establish a robust network of stakeholders committed to combating malaria. By leveraging these partnerships, the manager will not only amplify the organization's reach and influence within the global health community but also facilitate knowledge exchange and innovative approaches to tackling malaria.

Additionally, the manager's expertise in resource mobilization will ensure the sustainability of vital programs through the development of tailored fundraising strategies, meticulous grant proposal writing, and the cultivation of donor relationships. This dynamic engagement will empower the organization to deliver comprehensive and effective solutions for malaria prevention, treatment, and eradication, ultimately saving lives and contributing to the global effort to eliminate malaria's devastating impact.

This role will have a direct reporting line to the CEO, and will work closely with the Advocacy and Communications Manager, Finance and Administrative Manager and the Technical Head of Program & Strategy. This role will supervise the Monitoring , Evaluation and Learning Specialist.

Functional Responsibilities

Partnership - Develop and strengthen strategic partnerships and collaboration to ensure support of the vision to end malaria. - Support the Chief Policy and Strategy Advisor during discussions with various stakeholders on policy dialogue regarding financing for malaria as a global health issue. - Lead research on innovative approaches to donor interactions, such as lessons learned from private sector investments, RBM Partnerships position on End Malaria financing on the global stage. - In coordination with the Advocacy and Communications Manager, provide substantive input into outreach/publicity material geared towards partners and donors. - Identify and prioritize potential partners, including government agencies, international organizations, Civil Society Organizations, private sector entities, and academic institutions, that align with the organization's malaria goals and objectives. - Establish and nurture strong relationships with existing and potential partners, including regular communication, meetings, and collaborative activities to enhance the organization's visibility and credibility within the malaria community. - Develop a comprehensive mapping of existing partnerships, highlighting areas of collaboration, funding sources, and strategic alignment. This will aid in identifying gaps and opportunities for further engagement. - Stakeholder Engagement: Engage with key stakeholders such as donors, policymakers, advocacy groups, and affected communities to foster a holistic approach to malaria prevention and control, ensuring a diverse range of perspectives are considered.

Resource mobilization - Implement resource mobilization strategy and plan while ensuring alignment with the RBM organizational strategy and implementation plan. - Incorporate, innovate and develop sustainable approaches to diversify funding sources, including public and private sector partnerships, grants, philanthropic contributions, and others. - Work closely with RBM Partnership stakeholders to understand the organization's priorities, values, and strategic directions - Define key messages and communication strategies to effectively engage potential donors and partner in collaboration with the Advocacy and Communications Manager and Chief Policy and Strategy Advisor - Integrate resource mobilization monitoring and evaluation mechanisms to track progress and adjust strategies as needed. - Coordinate with relevant partners, donors, and stakeholders to gather insights, share best practices, and explore potential collaboration opportunities. - Develop mechanisms to cover the funding gaps identified during the annual work plan and budgeting process to ensure sustainable long term funding - Continuous mapping and conducting trend analyseszing of existing and potential funding sources relevant for RBM partnership programs, including impact of climate change, within humanitarian contexts and where malaria impacts other global health issues. - Provide substantive backstopping to relevant meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations on resource mobilization. - Activity coordinates and supports the work of the Advocacy and Resource Mobilization Partnership Committee (ARMPC) to ensure implementation of approved work plan.

Knowledge management and innovation - Work across teams within the RBM partnership to identify and disseminate best practices for improving access to funding from various global sources. - Work with the RBM Partnership team, to generate country-specific lessons and identify opportunities for increasing resource mobilization for malaria . - Identify and synthesize best practices and lessons learned directly linked to resource mobilization and partnership-building activities. - Plan and contribute to the development of the organization-wide capacity, processes, and knowledge on resource mobilization and strategic partnership development. - Build capacity building to RBM Personal, partner committees and working groups on resource mobilization to ensure that the resource mobilization target is achieved at all levels - Revised, update and develop tools, templates, and guidelines to facilitate the execution of the Resource Mobilization Plan

Education/Experience/Language requirements

Education

  • A Master's degree preferably in International Relations, development studies, business administration , advocacy, communications, political science, public administration, public health, social sciences or another relevant field is required.
  • A combination of a Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience

Required:

  • Minimum of seven of progressively responsible experience in resource mobilization, of which 3 years has been at senior management and/or leadership level, is required.
  • Proven experience of 5 years in the area of resource mobilization with a focus on global health issues is required.

Desirables:

  • Demonstrated existing engagement with the public health sector and proven experience related to strategic planning and resource mobilization
  • Ability to engage and survey key actors and partners and conceptualize and execute the resource mobilization strategy within the agreed upon timeline
  • Experience working in a developing country or malaria-endemic country.
  • Experience working in challenging and politically complex situations.

Language

  • Full working knowledge of English is essential.
  • Knowledge of another official UNOPS language, particularly French, is an asset.
