Result of Service

Expected Outputs and Timelines Output 1: M&E system and processes for Youth and Trade W1 set up (M&E plan, key reporting milestones, and related processes), considering linkages with existing M&E tools (beneficiaries database, New Projects Portal - NPP). To be validated with Youth and Trade Manager before further action (August 2024). Output 2: Building on Output 1, development of a simple operational presentation on how to implement the M&E plan (10 slides maximum) and related processes, including detailed explanation on indicators, how to use the tools, frequency of collection, roles, and responsibilities (August 2024). Output 3: Building on Output 2, Relevant Youth and Trade team members trained on M&E system and processes (August 2024). Output 4: Lead the Q3 M&E review exercise including data collection, analysis, and reporting. Validate Q3 report with Youth and Trade Manager and input data on NPP (October 2024). Output 5: Lead the 2024 annual M&E review exercise including data collection, analysis, and reporting. Analyse the data and prepare narrative report, results table, and data visualizations. Include relevant results in NPP. In collaboration with relevant team members, produce a succinct annual report with key highlights (10 pages maximum) (December 2024). Output 6: Participate in weekly team meetings to ensure smooth coordination with team members and share key M&E updates and requests (Ongoing). Output 7: Regularly update the M&E Database after activities and events (Ongoing). Output 8: Compilation and input of data in NPP for Youth and Trade W1 monthly project reports before the 10th of every month (Ongoing).

Duties and Responsibilities

Background The International Trade Centre (ITC) is a joint agency of the United Nations (UN) and the World Trade Organization (WTO). It is fully dedicated to supporting the internationalization of small and medium- sized enterprises (SMEs). It has a mission to foster inclusive and sustainable growth and development through trade and international business development. ITC Headquarters is located in Geneva, Switzerland. ITC projects and programmes contribute to the global efforts to achieve UN Global Goals for Sustainable Development and the Aid for Trade agenda. The Youth and Trade initiative Within the International Trade Centre, the Youth and Trade initiative offers specialized solutions, in partnership with relevant institutions, to create opportunities to support youth economic empowerment by reinforcing their skills for employability and entrepreneurship. ITC manages a global community supporting young entrepreneurs – Ye! Community, which connects youth entrepreneurs and key ecosystem actors to provide access to resources, tools, opportunities, and networks, to enhance their entrepreneurial capacities. The overall objective (impact) of the Ye! Community is to empower young people with the right skills, networks, and support to build sustainable and impactful enterprises. The Ye! Community provides a platform to connect youth entrepreneurs, ecosystem enablers, and experts to one another to empower young entrepreneurs and contribute to sustainable economic development and trade for good. Description of Duties/Responsibilities The consultant will operate under the direct supervision of Youth and Trade Programme Manager and in collaboration with team members involved in Monitoring and Evaluation (M&E) for Youth and Trade projects. 1. Implement and manage the M&E system for Youth and Trade Programme, offering qualitative analysis and recommendations for improvements. 2. Develop clear guidelines for team members on Youth and Trade M&E system and processes. 3. Engage with team members and partners to ensure data is collected and stored in the M&E system as per M&E processes. 4. Engage with Ye! Community and beneficiaries to collect feedback and integrate their perspectives into M&E processes. 5. Manage and store project information and data, ensuring timely sharing with project team members and external partners. 6. Provide technical support to all relevant project team members and implementing partners for operating the M&E system. 7. Ensure quality standards are met in all M&E data and reports produced for Youth and Trade projects. 8. Regularly liaise with ITC SPPG and WYVC M&E Focal Point for knowledge sharing and to integrate corporate best practices and new methodologies in M&E processes. Copyright Clause: The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Consultant shall request prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required. Qualifications/special skills

Master degree in project management, data management, or relevant fields are preferred. Extensive relevant experience may be accepted in lieu of the university degree. Minimum of 3 years' experience in project management and/or M&E of development projects. Relevant work experience with data management. Experience in Monitoring and Evaluation (M&E) for development projects. Knowledge of Monitoring and Evaluation (M&E) for development projects. Knowledge of ITC project management and reporting tools is desirable.

Fluency in English.
