The Government of Oman – UNICEF Country Programme is centered around two priority outcome areas, one of them is Enhancing Children’s Potential: Children of all ages have more equitable access to quality services in protection, education and health, and enhanced opportunities to realize their full potential. Under this goal area, UNICEF together with the Ministry of Culture, Sports and Youth (MoCSY) built an investment case for a national coalition engaging the government, the private sector, the civil society, and young people to promote 4 strategic priorities related to the Vision 2040 of the Government of Oman. These are namely: 1) education and training that build skills for life, civic engagement, and work, 2) employment opportunities; 3) entrepreneurship mindset and 4) equitable access to quality education, training and employment, equipping young people as problem solvers and engaged members of society.

The fundamental and primary mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias, or favouritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic, and cultural dimensions — her or his rights are violated. There is growing evidence that investing in child survival, education, and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. Therefore, the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

1. JUSTIFICATION/BACKGROUND

The UNICEF Oman Country Office was established 50 years ago with the intention to accelerate and expedite the results for the children in Oman. For the past 50 years, the economic situation in Oman has shifted to land at being a high-income country with a well-established level of public services and welfare state. Given that the programme is funded by the Government in Oman, UNICEF’s engagement with the private sector was through in-kind partnerships and agreements which supported advocacy around child-related agendas and other topics related to UNICEF’s mandate.

UNICEF’s engagement with the private sector has received a huge attraction by business in Oman and therefore it is important to further expand this high appetite by the private sector to support UNICEF and to explore how to strengthen the role of partnerships and external relations in accelerating the agenda for children in Oman through the private sector.

2. OBJECTIVE AND EXPECTED RESULTS

The main objective of this individual consultancy is to support the partnership division in establishing a partnership strategy and workplan.

1. One strategy document that entails the partnership approach and modality in Oman including fundraising, resource mobilization, private sector and other partner approaches.

Support establishing advocacy around resource mobilization in Oman

2. Resource mobilization (PRM) analysis and desk review including all available entities in Oman with opportunity recommendations

3. Identify and create PRM modality framework to guide UNICEF CO

Support Business leadership Circle (BLC) management and advocacy efforts

4. Support managing and organizing 2 BLC meetings in 2023

5. Document agreed areas of collaboration and identify new emerging means to manage agreement with each BLC member.

Support managing and creating new Private sector opportunities

6. Identify at least 5 private sector partners and explore means of collaborations with them in the year 2023

7. Support in maintaining the relationship and rapport with private sector partners and manage the relationship agreement process and documentation

8. Establish and explore means of collaboration with the chamber of commerce in Oman.

4. LOCATION AND DURATION

The work will be conducted in-country, Part-Time for six months from starting date.

6. CONTRACT MANAGEMENT

The Consultant will report directly to the Communication Officer for all technical aspects of the work. As for administrative-related concerns, the key focal point will be the Operations Officer UNV.

7. FREQUENCY OF PERFORMANCE REVIEWS AND PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS

Weekly meetings will be in place to allow for regular progress updates, alignment of objectives and necessary troubleshooting. A final evaluation of the work will be concluded at the end of the assignment.

8. DESIRED QUALIFICATIONS, SPECIALIZED KNOWLEDGE OR EXPERIENCE

The required consultant profile and qualifications are as follows:

1. A minimum of a bachelor’s degree in Communication, Partnership, Journalism, Social Sciences, International Relations or other relevant fields.

2. Strong experience in partnership engagement and in developing successful partnership engagement plans.

3. Excellent communication and networking skills

4. Knowledge of Oman’s private and public sector organization.

5. Excellent command of English.

6. Fluency in Arabic language is preferable.

7. Attention to detail and strong organizational skills.

8. Ability to work in a multicultural environment.

9. Previous work with UNICEF or other UN agencies is an asset.

10. Experience and knowledge of the Omani context.

10. CONDITIONS AND ADMINISTRATIVE ISSUES

  • The contractor will work on its own computer(s) and use its/his/her own office resources and materials in the execution of this assignment. The contractor’s fee shall therefore be inclusive of all office administrative costs
