Background

The Strategic Partnerships Division (SPD) is responsible for proactively driving the strategic positioning of UN Women so that the size, sources and predictability of its resources help the organization achieve its strategic goals. UN Women's current and expanding donor relations and cost-sharing programmes and work require that SPD have continued expert capacity to meet increased obligations. The Strategic Plan (SP) for UN Women requires that UN Women enhance its capacity to meet demand and seize opportunities. The significant rise in UN Women’s financial resources has a direct impact on the multiple processes surrounding donor relations, while the SP also requires that UN Women expand the range of its contributions (e.g. from non-traditional donors and other innovative partnerships).

Within SPD, the Public Partnerships Section (PPS) continues to evolve in its efforts to widen the number of funding partners/donors and deepen the levels of core and non-core contributions to UN Women. This supports the resource mobilization strategy by strengthening and maintaining donor relations with government and non-government partners and potential partners. In line with the Public Partnerships and Resource Mobilization Strategy (2023-2025), ongoing Member States and UN discussions on Financing for Development, UNDS discussions on a new Funding Compact 2.0, and challenges related to protecting, maintaining, and growing regular resources including demonstrating impact of such resources, and external factors related to political and economic situations impacting ODA, the requirements of partnership management and mobilization of UN Women funds continue to increase the need for related engagement capacity and support, including synthesis, analysis, tools and resources.

This key area of donor relations needs careful and sustained support from SPD to allow UN Women to meet the expectations of donors and enhance partnerships leading to increased contributions. As part of this positioning and these preparations, the Public Partnerships Section is adjusting and refining several functions and roles. Expertise to ensure smooth coordination is crucial and it is essential to have in place a team that is experienced, professional, and has strong and sustainable relationships in place as UN Women evolves in the current climate, including responding to UN reform efforts. This consultancy covers a key area within the section’s support to increasing core and non-core resources.

This function strengthens capacity in support of UN Women’s resource mobilization strategies, and ensures that the approaches, services, and advice provided are aligned and help drive these strategies.

PPS in further extending the consultancy extending in order to support ongoing changes in UN Women, especially Pivoting to the Field; further enhancing collaboration across the SPD sections; contributing comprehensively to the UNDS Funding Compact 2.0; and responding effectively and efficiently through analysis and data on impact of core resources.

Duties and Responsibilities

• Carrying out research and strategic analysis on relevant topics and drafting, editing and producing reports and summaries (such as the Structured Dialogue on Funding series, the Executive Director Annual Report (EDAR), and contributing to development of policy documents).
• Drafting and coordinating the development of the Regular Resources Report 2023, including with increased data and analysis to further demonstrate impact of core resources. This includes coordination of discussions with SPRED on data availability and efforts to advise on increased level of detail for data on development impact of the OEE. This also includes qualitative interviews with staff working within two impact areas and whose salary come from regular resources, to further identify the impact of core resources.
• Contributing input and providing feedback on behalf of SPD/PPS to the MTR and results in the UN Women Strategic Plan 2022 2025.
• Providing expert support for fulfilling institutional responsibilities for evaluation/assessment and improvement of processes and systems.
• Providing expert support for the Funding Compact 2.0.
• Providing ongoing support to SPD related input to the Executive Board.

Required Skills and Experience

• Master's degree or other advanced degree in one or more of the following disciplines: social sciences, international development, and/or communications.
• Demonstrated abilities and track record writing high quality English-language reports and information, including experiencing drafting high-level UN reports.
• Demonstrated strong analytical and presentation skills.
• Minimum of 7-10 years of high-level experience in writing, editing, reporting, and communicating complex programmatic information in reader-friendly formats and styles.
• Understanding of international development, resource mobilization, and the UN development system context is required.
• Excellent understanding of and experience with gender-sensitive and results-based management and reporting.
• Knowledge of an additional official UN language is an asset.
