General Assembly resolution 72/279 elevates the United Nations Development Assistance Framework (now renamed the United Nations Sustainable Development Cooperation Framework- UNSDCF) as “the most important instrument for planning and implementation of the UN development activities at country level in support of the implementation of the 2030 Agenda for Sustainable Development (2030 Agenda)”. Given the ambition of the 2030 Agenda and the urgency of its timeline, the resolution represents a significant shift. UN Country Team in Mongolia (UNCT) prepared the new generation UNSDCF 2023-2027 for Mongolia and co-signed it with the Government of Mongolia on 22 May 2022. The UNCT Mongolia recently developed and finalized the Joint Work Plan (JWP) for implementation of the UNSDCF. The JWP includes and multi-year funding framework includes the funds to be mobilized. The RCO Mongolia drafted the partnership and resource mobilization strategy for implementation of the UNSDCF. UNCT Mongolia needs to set up the pooled funding mechanism to support the UNCT to implement the UNSDCF.

The incumbent (UNV) is expected to support the UNRC and UNCT in areas of partnership and development finance and mobilizing resources from donors.

Under the direct supervision of Development Coordination Officer [please complete with the function of the supervisor], the UN Volunteer will undertake the following tasks: • Provides substantive support for strategic planning for and coordination of UN Country Team (UNCT) partnerships; • Guides joint resource mobilization for the UN Development Assistance Framework (UNSDCF); • Plans and facilitates substantive support on financing for accelerating the achievement of the Sustainable Development Goals (SDGs); • Conducts knowledge management and capacity development activities; • Provides guidance on the development and implementation of the UN Partnership Strategy in alignment with and support of the UNSDCF in the country; • Coordinates the monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments; • Advises the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships, and suggests mitigation measures as relevant; • Provides analysis and recommendations on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures; • Advises the RC/UNCT on developing and implementing locally-tailored partnerships and resource mobilization strategies and initiatives; • Plans and facilitates dialogues with partners to improve development assistance policies and practice; • Conducts liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions, to attract partners, both traditional and non-traditional. • Advises the RC/UNCT on developing and implementing locally-tailored resource mobilization strategies and initiatives, and identifies appropriate data and benchmarks to measure progress and success; • Monitors, analyzes and enhances existing resource mobilization partnerships and relation-ships, including those with high net worth; • Plans and facilitates the design, formulation, implementation, monitoring and reporting of joint programmes and programming processes for use in joint resource mobilization; • Provides advice and guidance for the production and distribution of marketing materials to raise awareness about opportunities for working with the UN on SDG investment; • Strengthens the UN brand via events, media and public relations opportunities targeted to the diverse partners, in close collaboration with the UN Communications Group. • Provides advice on financing for development options, instruments, modalities to the RC/UNCT, in alignment with the Common Country Analysis (CCA), UNSDCF, MAPS (Mainstreaming, Acceleration and Policy Support) and similar processes; • Analyzes trends and provides advice on new and innovative financing mechanisms for development and SDG acceleration; • Prepares briefing papers and discussion points on issues related to financing for development for consideration by RC/UNCT; • Plans and facilitates engagements with external stakeholders - including the national government, international financial institutions and others - on financing for SDG acceleration; • Guides the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs; • Advises on the establishment and management of the country-based SDG Fund, in close collaboration with UN Multi-Partner Trust Fund Office (where relevant). • Contributes to knowledge networks and communities of practice at national, regional and global levels; • Coordinates activities to strengthen the capacity of UNCTs to mainstream and promote SDG investment partnerships; • Advises on the discovery, evaluation and selection of partnership opportunities at the sourcing and origination stages.

Living conditions and other remarks Mongolia is a thriving middle-income country. It is considered safe for foreigners to live and travel. Ulaanbaatar, where the UNV will be expected to work mostly, is the largest city in Mongolia, standing as its political, commercial, industrial and cultural hub. It is a considered safe city except some recorded petty thefts and some street harassment towards foreign nationals. Environmentally, Ulaanbaatar experiences heavy air pollution that is hazardous to human health due to the burning of coals to heat the houses in the suburbs of the city.
