Organizational Setting

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

The project “SDG-Aligned Budgeting to Transform Employment in Mongolia” aims to support increased employment and promotion of decent work in Mongolia. The Project is managed by UNDP in partnership with FAO and ILO. FAO will contribute the Employment Promotion Component of the project. This component combines efforts towards four outcome areas for boosting employability: existing national programmes for employment, Mongolia’s ecosystem for enterprising/innovation, the range of skills and capacity development services, and scalable pilots that can yield insights for policy directions which, in turn, inform the first three. FAO’s main outcome will be to undertake selected pilots with scope for scaling-up, with large-scale potential for youth employment and training, especially in rural areas. The experience of pilots will contribute to effective public-private partnership models, building evidence, establishing lessons, and policy development, better informing national programmes, apart from expanding opportunities and worker productivity.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in Mongolia, direct supervision of the AFAOR and the Administrative assistant, the technical supervision of the Lead Technical Officer and in close liaison with the project staffs and the Operational staff of the FAO Mongolia.

Technical Focus

The incumbent will support the projection implementation through administrative and financial support actions such as facilitating procurement technical specification preparation, liaising with government and other stakeholders, report preparation, meeting organization and monitoring transactions in line with the established rules and regulations.

Tasks and responsibilities

• Manage staff and day-to-day activities of the project related to the management and implementation of the project, including procurement, monitoring and evaluation, financial management, progress and financial reporting • Liaise actively with the ILO, UNDP, EU, and other related agencies to ensure the effective implementation of the project including reporting as per the requirement of the Government and FAO • Participate in meetings, take meeting minutes, and document them in the daily actions list. • Provide assistance and advice to the project team and staff in the field on FAO administrative procedures including communication, filing and workflow activities • Provide logistical and travel arrangements for the project including processing local travel requests and following up on Back to Office reports and Travel Expense Claims • Maintain project asset/inventory in good working conditions and keeps accurate records regarding custodianship, location, physical verification, and year-end inventory stock take, etc. and dispose of them in due time • Manage official correspondence and related interpretation/translation services as needed • Monitor out posted petty cash expenditures and any other works as requested by FAO • Any other works within technical competence as may be requested by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in management, business administration, accounting, or a related field and/or professional certification and extensive related experience • A minimum of five years of working experience in one of the above fields • Working knowledge (level C) of English • Working knowledge (level C) of the official language of the country • National of Mongolia.

Technical/Functional Skills

• Work experience in managing the administration, finances and procurements of large projects • Excellent communication skills in English and Mongolian • Excellent planning and organizing skills, accurate with attention to detail • Able to work as part of a multinational team • Experience in the UN system is an asset • In-depth knowledge of programme and project management is considered a strong asset; • High computer literacy in MS Office (Word, Excel, Access, Powerpoint, Outlook etc); • Demonstrated ability to process complex data and analyse information as the basis for professional mastery of subject matter; • Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, setting priorities and efficient use of time;
