Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for some of the largest development programmes in the country, including the Access to Health Fund and the Livelihood and Food Security Fund (LIFT). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Background Information - Job-specific

The Partnership Advisor will work under the direct supervision of the Country Director of UNOPS Myanmar. The post is based in Yangon. He/she will be expected to travel regularly within the country. The incumbent coordinates across all programmes and units of the UNOPS Myanmar portfolio, focusing primarily on supporting UNOPS Myanmar’s efforts to develop and maintain dialogue with partnersHe/she will also advise senior UNOPS management. The work is diverse and requires a significant level of multitasking.

Functional Responsibilities

Under the overall supervision of the Country Director, the Partnership Advisor-Liaison shall be responsible for performing, amongst others, the following duties, mainly to provide strategic analysis, guidance to the MMCO senior management and the Protocol Unit, including trouble-shooting for critical matters to the MMCO:

  • Liaise with partners and others and advise management accordingly.
  • Coordinate with all UNOPS funds and programmes on matters relating to support from partners and effective communication
  • In collaboration with the UNOPS Senior Advisor - Liaison and Protocol, provide to the UNOPS Management Group political updates/analysis of contextual developments when necessary.
  • Advise the Protocol Section on matters relating to key communications to clarify issues that affect the operations of UNOPS in Myanmar
  • Based on the guidance from the office of the Country Director, supports the the UNOPS Myanmar Protocol Section, which handles visa, TA and TEC, import and re-export of personnel effects of international personnel and other related matters.
  • Work with the Country Director and the Head of Programmes to build a partnership strategy for UNOPS Myanmar.
  • Supports MMCO’s Senior Management overall liaison with partners and others
  • Actively liaise with other UN agencies, diplomatic communities and other relevant organizations in Myanmar, to gather information on their practices/communication and to further provide strategic advice to the MMCO senior management
  • Advise on UNOPS Myanmar’s strategy and positioning. Recommends solutions and provides strategic troubleshooting.
  • Undertake special projects as may be required.

  • Planning, execution and follow up on tasks as per the scope of responsibilities detailed above.

  • Regular briefings for the UNOPS Management Group
  • Strengthened input from UNOPS for UN/UNCT related activities in forms of guidelines, SOPs, templates and forms as needed

Education/Experience/Language requirements

a. Education

  • A Master’s degree in business administration, project management, finance or related social sciences with 7 years of professional field experience in a context relevant to this position is required.
  • Bachelor’s Degree with in combination with additional two years of relevant experience may be accepted in lieu of the advanced university degree.

b. Experience

  • Minimum of 7 years of relevant experience in administration, project management, finance, government or related social sciences is required.
  • At least 3 years of demonstrated public relations/liaison skills, information analysis is required.
  • Knowledge of UN rules and regulations will be an asset.
  • Prior work experience in developing partnerships with a broad range of stakeholders at a senior level is an advantage.
  • Strong interpersonal skill is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

c. Language

  • Fluency in written and oral English and Myanmar languages required.
