Scope of Work

Climate change, environmental degradation, limited access to energy sources, and disasters directly threaten a child’s ability to survive, grow, and thrive. UNICEF’s Regional Europe and Central Asia Office is increasing the focus on climate change and is working on a regional project focusing on air pollution in the Western Balkans.

UNICEF’s Regional Europe and Central Asia Office seeks a seasoned writer/storyteller to turn internal, complex, jargony technical information into clear, concise, and compelling language. We need a skilled storyteller who can craft our work on air pollution in a manner that solidifies abstract concepts and simplifies complex messages into inspiring, relatable, and engaging project descriptions.

The successful candidate will be contracted to support advocacy and communication materials for an ongoing regional project on air quality in the Western Balkans:

Firstly, an easy-to-understand unified narrative of the air pollution initiative also highlighting the innovative aspect(s) which can be used both internally and externally by UNICEF, and at least two short descriptions of the air pollution initiatives and its innovative aspects which can be used for external. The narrative and the descriptions will be formulated based on the two project outcomes and use examples from the six country offices.

Secondly, the successful candidate will be contracted to produce 5 advocacy messages for Twitter & LinkedIn, 5 advocacy messages for Facebook, and 5 advocacy messages for the EU year of youth and climate change.

Thirdly, the successful candidate will draft an op-ed for the Regional Office on UNICEF air pollution programming including links to innovative aspects based on the work in the Western Balkans.

Fourthly, the successful candidate will be expected to develop a template for the communication materials, including video content, which will be created by different country offices on the topic of Air pollution and youth engagement.

Purpose of the Activity/Assignment

  1. To produce an advocacy brief on UNICEF’s air pollution work in the Europe and Central Asia Regional Office (ECARO).
  2. To develop advocacy and communication materials for UNICEF ECARO’s air pollution project work funded by the UNICEF’s Office of Innovation (OOI).

The Consultant will be remote/home-based.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate a daily fee based on 20 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Communication, Journalism, Public Relations, Information or Telecommunications Technology or other relevant field.
  • A minimum of 5 years of professional experience in Communication, Journalism, Public Relations, Information or Telecommunications Technology or other relevant field or another relevant field.
  • Skilled wordsmith who can develop stories for external or internal audiences that work well across a variety of communication channels, and able to communicate technical complexity with ease and clarity.
  • A strong, proven track record of developing quality written content.
  • Experience in creating content plans.
  • Experience in developing advocacy materials and strategies.
  • Teamwork and inter-personal communication.
  • Fluency in English (written & verbal) is required.
  • Experience with UNICEF and Knowledge of the UN and UNICEF’s system's policies and procedures is an asset.
  • Experience with UNICEF visual identity is an asset.
  • Good knowledge of the political, economic and social context of the Western Balkans region is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
