Background

The UNDP Pacific Office has been providing technical and financial support to the Parliament of Nauru since 2018. This support has been vital for Nauru Parliament as it considered options for achieving parliamentary autonomy. The Parliament of Nauru in early 2021 enacted the Parliamentary Service Act 2020 and this became effective on 1 July 2021. The enactment of the legislation is a key feature of strengthening the capacity of the Nauru Parliament to effectively undertake its legislative, oversight and representative roles.

The Nauru Accountable and Inclusive Governance (NAIG) Project is supporting the Parliament of Nauru in its implementation of the Parliamentary Service Act 2020.

Key objectives of the Parliamentary Service Act 2020 are to:

  • facilitate the separation of powers of the Legislature and the constitutional autonomy of the Parliament as a branch of the Government
  • provide administrative and functional efficiency of the services provided for the operations of the Parliament
  • provide a framework for the employment, leadership and management of employees of the Office and for the good governance of the administration of the Parliament; and
  • provide for the financial and budgetary mechanisms for Parliamentary purposes

Objective

At the request of the Nauru Parliament, UNDP Pacific Office in Fiji is recruiting a Parliamentary development Consultant to support the Nauru Parliament in implementing activities approved as part of the 2022 Annual Workplan under the NAIG Project.

Duties and Responsibilities

Scope of Work

Under the overall supervision of the Deputy Team Leader (Effective Governance) and working closely with the Clerk of the Nauru Parliament, and the Governance Analyst, the Parliamentary Consultant will have the following specific responsibilities:

  • Bring international and regional good practices on parliamentary development to the NAIG project;
  • Hold regular meetings with the Clerk of Parliament to ensure consistent progress of the 2022 NAIG Annual Workplan
  • Support the international TAs to ensure the different streams of work are delivered on a timely basis: the parliament strategic plan, parliamentary procedural review, gender work, the youth parliament, ICT procurement, the re-design of the Parliament website etc.
  • Support briefing sessions for the Parliamentary Legal Counsel
  • Lead in country the implementation of the parliament output and activities in the NAIG project
  • Ensure quality project outputs, including but not limited to: drafting concept papers, TORs, providing Clerk and Parliament leadership comparative best practices on different topics related to parliamentary development
  • Provide technical and implementation support in designing capacity building activities for staff
  • Liaise regularly with the Electoral Technical Adviser to ensure synergies in activities
  • Undertake any other related work assigned by the Clerk and UNDP under the NAIG Project

Institutional Arrangement

  • All reports and documents relating to the assignment will be submitted to the Effective Governance Team at the UNDP Pacific Office in Fiji.
  • Weekly meetings with the Effective Governance Deputy Team Leader and Governance Analyst will take place.
  • The consultant will be directly supervised by Effective Governance Deputy Team Leader and is expected to work closely with the Clerk of the Nauru Parliament, and the Governance Analyst and Chief Technical Electoral Specialist.

Duration of the Work

  • The envisaged duration for the consultancy is from 1 August 2022 to 30 October 2022. The consultant is required to work on regular basis during the period, however the duration can be adjusted as per the actual work undertaken or any changes to the scope of the work based on discussions with the Nauru Parliament. The contract will be fixed output based and any change in the scope or duration will be agreed through a formal contract amendment.

Duty Station

  • The consultant will be required to travel to in Yaren, Nauru for up to six weeks within the three months contract duration period.
  • IC will have a desk provided at the Parliament of Nauru and from time to time, will be required to report regularly to the Nauru Electoral Commission.

Travels related to this assignment

  • For all travels undertaken through this consultancy, UNDP will purchase air tickets for the consultant based on the most direct route and cost-effective route as per UNDP Travel Guideline.
  • UNDP will also provide Daily Subsistence Allowance (DSA) to the consultant for the duration of his/her stay at the respective duty station at UN approved DSA rates.

Required Skills and Experience

Educational Qualifications:

  • Bachelor’/Post Graduate degree in social and political sciences, law, business administration, public administration institutional/organisational development or related field;

Experience

  • A minimum of seven (5) years working experience in the area of parliamentary affairs / development, legislative assistance and/or governance programme and projects.
  • Minimum of 5 years of project management experience preferably within UNDP or another UN agency in the area of parliamentary development and/or governance with sound knowledge of project management cycle, tools and mechanisms, including on implementation, monitoring and reporting.
  • Familiarity of complex nature of implementing governance programmes/projects in SIDs and in the Pacific.
  • Excellent spoken, report writing and presentation skills in the English language;

Language requirements

  • Fluency of English language is required;

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on L****ump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology: Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Relevance of Education (Bachelor’/Post Graduate degree in social and political sciences, law, business administration, public administration institutional/organisational development or related field; – Max 5 points
  • Criteria 2 A minimum of seven (5) years working experience in the area of parliamentary affairs / development, legislative assistance and/or governance programme and projects- Max 15 Points
  • Criteria 3 Minimum of 5 years of project management experience preferably within UNDP or another UN agency in the area of parliamentary development and/or governance with sound knowledge of project management cycle, tools and mechanisms, including on implementation, monitoring and reporting - Max 20 points
  • Criteria 4, Familiarity of complex nature of implementing governance programmes/projects in SIDs and in the Pacific - Max 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in United States Dollars (USD).

Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.

Incomplete, joint proposals and proposals sent to the wrong mailing address will not be accepted. Consultants with whom there is further interest will be contacted. Individuals interested in this consultancy should apply and will be reviewed based on their own individual capacity. The successful individual may sign an Individual Contract with UNDP or request his/her employer to sign a Reimbursable Loan Agreement (RLA) on their behalf by indicating this in the Offerors letter to Confirming Interest and Availability using Annex II.
