Overview

Provide technical and analytical support for Inclusive Green Economy initiatives

You have:

  • An advanced university degree in environmental science/engineering, environmental economics, social science, natural science/equivalent academic qualifications, or bachelor’s degree with equivalent work experience.
  • At least 4 years of experience in working on environmental issues is required.
  • Experience of developing technical and analytical reports.
  • Working experience in a multicultural environment including United Nations would be an asset.
  • Working experience in a government system (at national or subnational level) would be an advantage.
  • Excellent demonstrated research and analytical skills.
  • Skills in facilitating consultations, workshops, and stakeholder/grass-roots engagements, and capturing feedback.
  • Excellent communications and writing skills.
  • Demonstrated technical knowledge on green economy and resource efficiency desirable.
  • Fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Result of Service In close coordination with United Nations Environment Programme (UNEP) India Office, the consultant is expected to provide technical and analytical support for the agreed activities, including the following:

- Review of sectoral/thematic reports and undertake research, analysis and consult relevant stakeholders as required, to identify opportunities to mainstream Inclusive Green Economy (IGE) in relevant sectors/ thematic areas, in alignment with the PAGE India work packages. - Provide backstop support in organization of the meetings including PAGE India National Steering Committee (NSC) meetings and in preparation of technical briefing notes for the NSC and for Inter-ministerial/interdepartmental communications, as per PAGE India work packages. - Support in identification of potential entry points and partnership opportunities for replication and scaling up and institutionalization of capacity building initiatives of PAGE India Programme. - Support the MoEF&CC in G20 related works including preparation of technical notes and background notes. - Provide assistance to HSMD, MoEF&CC on Resource Efficiency and Circular Economy.

Output-1: Progress update of PAGE project prepared as per the requirements placed in minutes of the NSC meeting for PAGE work plan Deliverables: Status note on progress made on PAGE activities as per the minutes of the second PAGE NSC meeting on PAGE India work plan 2022-23.

Output-2: Inter-ministerial/ interdepartmental briefing notes prepared as per PAGE India work packages and technical and backstop assistance provided to HSMD, MoEFCC related to Resource Efficiency & Circular Economy activities. Deliverables: a. Technical/ briefing notes developed in relation to the bi-annual work plan for PAGE India (2022- 2023) b. Submission of status note to MoEF&CC on Circular Economy Action Plans

Output-3: Support the MoEF&CC in G20 related works including preparation of technical notes and background notes. Deliverables: Technical notes/ background notes prepared for the inter-ministerial/ interdepartmental/ international communications for the identified theme ‘Strengthening of Circular Economy’, In consultation with the HSMD, MoEFCC and other relevant stakeholders, and in alignment with India’s G20 presidency:

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP Asia and the Pacific Office helps to implement its global programmes in the region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

PAGE brings together five UN agencies – UN Environment Programme, International Labour Organization, UN Development Programme, UN Industrial Development Organization, and UN Institute for Training and Research – whose mandates, expertise and networks combined can offer integrated and holistic support to countries on inclusive green economy, ensuring coherence and avoiding duplication.

Below given are the four outcomes envisaged under PAGE Programme- - The country has reinforced and integrated inclusive green economy (IGE) goals and targets into SDG-aligned national economic and development planning through multi-stakeholder collaboration. - The country is implementing evidence-based sectoral and thematic reforms in line with national IGE priorities. - The country has strengthened individual, institutional and planning capacities for IGE action. - National and regional stakeholders, including green economy champions, decision-makers, practitioners, and youth representatives, access and apply knowledge for advancing IGE India joined the PAGE programme in 2018.

UNEP is the lead agency for implementing PAGE in India. The nodal ministry for PAGE in India is the Ministry of Environment, Forests and Climate Change (MoEFCC), which is also the nodal ministry of the Government of India for Sustainable Development Goals 12, 13 and 15. PAGE integrative implementation approach engages with other ministries in India as appropriate by PAGE agencies over the course of the country programme.

A consultant is required, on behalf of PAGE agencies, to provide technical assistance to the MoEFCC and PAGE India agencies and backstop assistance to the PAGE India Nodal UN agency (UN Environment Programme India office) to analyze and develop strategic reports for integrating and scaling up PAGE’s analytical and capacity building initiatives/achievements into national and/or subnational policymaking processes and to promote inclusive green economic growth across. sectors

The project consultant will be stationed in the MoEFCC’s Hazardous Substances Management Division (HSMD) whilst maintaining a direct reporting line to PAGE India focal points in MoEFCC and UN Environment Programme India office.

The consultant will report to the Programme Management Officer, UNEP India and relevant authorities in the ministry.

The consultant will promote the objectives of all the PAGE India work packages and provide technical and analytical support for the agreed activities.
