Overview

Provide technical and analytical support to mainstream Inclusive Green Economy.

You have:

• At least 5 years of experience in working on environmental issues is required.
• Fluency in written and spoken English is required.
• An advanced university degree in environmental science, environmental economics, social science, natural science or equivalent qualifications, or bachelor's degree with equivalent work experience.
• Skills in facilitating consultations, workshops, and stakeholder engagements, and capturing feedback.
• Excellent technical knowledge on green economy and resource efficiency desirable.
• Working experience in a multicultural environment including United Nations would be an asset.
• Knowledge of other regional languages an advantage.

Result of Service The consultant will provide technical and analytical support for the agreed activities, including the following:

- Review of sectoral/thematic reports and undertake research, analysis and consult relevant stakeholders as required, to identify opportunities to mainstream Inclusive Green Economy (IGE) in relevant sectors/ thematic areas, in alignment with the PAGE India work packages and 3 outcomes of the PAGE programme. - Based on the above, develop at least 2 policy briefs in consultation with the IC division MoEFCC and PAGE India agencies. Also provide support in building a constituency and facilitating dialogues on acceptance of policy briefs by thematic/sectoral stakeholders. These policy briefs will, inter-alia, guide in preparation of communication materials/technical notes, for inter-ministerial/ inter-departmental consultations, aimed to influence change for evidence based sectoral/thematic reforms in line with national priorities for inclusive, circular, and green economy. It will also indicate gaps, challenges, and opportunities for strengthening individual, institutional, financial, and planning capacities for IGE action. - Within each policy brief, identify avenues for integrating results of the PAGE workstream into relevant national and/or subnational policymaking and/or policy discussion fora; identify opportunities for national fiscal or investment support; synergies with national or international initiatives in the country; opportunities for replicating or expanding capacities built through the PAGE activity; and elaborate on how the workstream addresses ‘issues/priorities identified in the PAGE stocktaking study. - Provide backstop support in organization of the PAGE India National Steering Committee meeting and in preparation of technical briefing notes for the NSC and Inter-ministerial/interdepartmental communications as per PAGE India work packages. - Undertake desk research and consultations for compilation and development of a database and a knowledge product on public/private sector initiatives on resource efficiency, Inclusive green and circular economy (national and subnational level) and global best practices in this area. - Support in identification of potential entry points and partnership opportunities for replication and scaling up and institutionalization of capacity building initiatives of PAGE India Programme.

In close coordination with PAGE India focal points in MoEFCC and in UN Environment Programme India office., the consultant is expected to achieve the following outputs: 1. Work plan and methodology developed for effective delivery of the assigned tasks. 2. A Knowledge product and a database developed on initiatives undertaken by public/private sectors/other institutions for resource efficiency, Inclusive green, and circular economy (national and subnational level) and global best practices in this area. 3. Backstop support provided in organization of the PAGE India National Steering Committee meetings and in facilitating Inter ministerial/interdepartmental communications as per PAGE India work packages. 4. Opportunities identified for replication, scaling up and institutionalization of training and capacity building initiatives of PAGE India programme at national /sub-national level. 5. At least 2 policy briefs developed with an aim to catalyze greater action for inclusive green recovery and economic transition in priority sectoral/thematic areas in alignment with PAGE outcomes and PAGE India work packages.

Outputs 1: Work plan and methodology developed for effective delivery of assigned tasks. Deliverables: a. Submission of an inception report including work plan and methodology for achieving the desired output under the assignment.

Outputs 2: A knowledge product and a database developed on initiatives undertaken by public/private sectors/other institutions for resource efficiency, Inclusive green, and circular economy (national and subnational level) and global best practices in this area. Deliverables: a. Submission of a knowledge product and a database on initiatives undertaken by public/private sectors/other institutions in resourcebefficiency, Inclusive green, andcircular economy (at national andsubnational level) and global bestpractices in this area.

Outputs 3: Backstop support provided inorganization of the PAGE India National Steering Committee (NSC)meetings and in facilitating Inter ministerial/interdepartmental communications as per PAGE India work packages. Deliverables: a.Submission of technical briefing notes developed for the NSC and for Inter-ministerial/interdepartmental communications.

Outputs 4: Opportunities identified for replication, scaling up and institutionalization of training and capacity building initiatives of PAGE India programme at national /sub-national level. Deliverables: a. Submission of an analytical report on opportunities for /feasibility of replication, scaling up and institutionalization of training and capacity building initiatives of PAGE India programme in relevant national /subnational government training institutions.

Outputs 5: At least 2 policy briefs developed with an aim to catalyze greater action for inclusive green recovery and economic transition in priority sectoral/thematic areas in alignment with PAGE outcomes and PAGE India work packages. Deliverables: a. Submission of first draft of 2sectoral/thematic policy briefs in alignment with PAGE outcomes and PAGE India work packages. b. Submission of at least 2 final policy briefs in priority areas as relevant to PAGE India work packages and in consultation with the IC division MoEFCC, PAGE India agencies and other relevant stakeholders.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region in pursuing sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services, and strengthening laws, policies, management, and governance.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyse the efficient use of the region’s natural assets and reduce the degradation of the environment.

The Partnership for Action on Green Economy (PAGE) was launched in 2013 as a response to the call at Rio+20 to support those countries wishing to embark on greener and more inclusive growth trajectories. The partnership supports nations and regions in reframing economic policies and practices around sustainability to advance the 2030 Agenda to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. Additionally, PAGE offers a comprehensive and coordinated package of technical assistance and capacity building services.

PAGE brings together five UN agencies – UN Environment, International Labour Organization, UN Development Programme, UN Industrial Development Organization, and UN Institute for Training and Research – whose mandates, expertise and networks combined can offer integrated and holistic support to countries on inclusive green economy, ensuring coherence and avoiding duplication.

Below given are the three outcomes envisaged under PAGE Programme- - The country has reinforced and integrated inclusive green economy (IGE) goals and targets into SDG-aligned national economic and development planning through multi-stakeholder collaboration. - The country is implementing evidence-based sectoral and thematic reforms in line with national IGE priorities. - The country has strengthened individual, institutional and planning capacities for IGE action.

India joined the PAGE programme in 2018. UN Environment is the lead agency for implementing PAGE in India. The primary nodal ministry for PAGE in India is the Ministry of Environment, Forests and Climate Change (MoEFCC), which is also the nodal ministry of the Government of India for Sustainable Development Goals 12, 13 and 15. PAGE integrative implementation approach engages with other ministries in India as appropriate by PAGE agencies over the course of the country programme.

A consultant is required, on behalf of PAGE agencies, to provide technical assistance to the IC division of MoEFCC and PAGE India agencies and backstop assistance to the PAGE India Nodal UN agency (UN Environment Programme India office) to analyze and develop strategic reports/ policy briefs for integrating and scaling up PAGE’s analytical and capacity building initiatives/achievements into national and/or subnational policymaking processes and to promote inclusive green economic growth across. sectors The project consultant will be stationed in the MoEFCC’s International Cooperation (IC) Division whilst maintaining a direct reporting line to PAGE India focal points in MoEFCC and UN Environment Programme India office. The consultant will promote the objectives of all the PAGE India work packages and provide technical and analytical support for the agreed activities.

To provide technical assistance to the IC division of MoEFCC and PAGE India agencies and backstop assistance to the PAGE India Nodal UN agency (UN Environment Programme India office) to analyze and develop strategic reports/ policy briefs for integrating and scaling up PAGE’s analytical and capacity building initiatives/achievements into national and/or subnational policymaking processes and to promote inclusive green economic growth across sectors.

Qualifications/special skills Skills: - Demonstrated technical knowledge on green economy and resource efficiency desirable. - Excellent analytical skills. - Excellent communications and writing skills. Academic Qualifications: An advanced university degree in environmental science/engineering, environmental economics, social science, natural science/ equivalent academic qualifications, or bachelor’s degree with equivalent work experience. Experience: At least 5 years of experience in working on environmental issues is required. - Experience of developing technical and analytical reports. - Working experience in a multicultural environment including United Nations would be an asset. - Working experience in a government system (at national or subnational level) would be an advantage. - Excellent demonstrated research and analytical skills. - Skills in facilitating consultations, workshops, and stakeholder/ grass-roots engagements, and capturing feedback. - Excellent communications and writing skills.
