The mission of WHO’s Health Emergencies Programme is to help countries and to coordinate international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. In the context of the WHO Health Emergencies Incident Management System (IMS), at the Regional Hub level, the incumbent will reinforce the Operations Support and Logistics (OSL) Supply team to cope with the increase in workload due to the current emergency operations by providing technical support to the RO OSL Supply team. Under the supervision of the OSL Procurement Officer, the UNV will support the supply chain planning and monitoring functions for items in assigned portfolio.

Within the delegated authority and under the supervision of the Procurement Officer, and under the overall guidance of the Head of Emergency Operations Support & Logistics, and working closely with Emergency Regional Supply Management team at WHO Regional Office, the UN Volunteer will: • Ensure the link between internal demand, order chronogram, product availability forecasts (shortages/surpluses), delivery times, budgets, and other relevant factors, in conjunction with the line manager. • Prioritize the purchasing activities and the optimum quality of goods purchased with the procurement officer and follow up the administrative purchasing (comply with procedures stated in WHO e-Manual). • Ensure the supply administration and database operations are implemented according to the procedures, rules, and guidelines. • Participating in creating and updating the project orders planning (chronogram) together with the OSL Operations team and the OSL Supply Chain Management Officer.
• In certain contexts, and according to specific arrangements, procure goods or services locally. • Ensure requisition centralization, planning, and associated screening (e.g., avoiding double ordering or ruptures, and order consolidation). • Perform any other related incident-specific duties as required by the functional supervisor. • During deployment, the duty station may change and duties may be modified, based on the technical needs of the Programme.

Furthermore, UN Volunteers are encouraged to integrate the UNV mandate within their assignment and promote volunteerism through engagement with communities in the course of their work. As such, UN Volunteers should dedicate part of their time to the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance, in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Senegal's economy gains from fish, phosphates, groundnuts, tourism, and services export. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
