Purpose of consultancy

The Construction Officer coordinates and supervises all construction/rehabilitation activities (Field Hospitals and Field Treatment Center units and WASH facilities to ensure cost control and compliance with WHO standards, civil engineering standards and blueprint project

Background

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country/regional level, the OSL Construction Officer will have overall responsibility for managing the construction and/or rehabilitation projects and operations at the Incident site level.

Deliverables

Planning:

  • Under pillar lead request, assess and evaluate existing facilities to determine construction or rehabilitation needs
  • Participate in the project design & development and ensure that technical requirements are met and compliant with the local construction regulation.
  • Develop rehabilitation/construction blueprints for the building of Field Hospitals and Field Treatment Center units and WASH facilities
  • Define and design construction projects and resources for the project (labour, equipment, materials, quotes, building plans, budgets expected to provide the following key deliverables:

****Procuring construction services:****

  • Support technical call for tenders
  • As last resource provider, when in charge of direct project implementation:

- Identify the construction materials locally available (water, earth, wood ...).

- Plan and coordinate the use of construction machinery and vehicles

- Negotiate agreements and construction permits with local authorities to develop the construction

- Check the material in stock and warehouse inventory control.

- Provide technical support to the Purchaser for local purchase.

- Prepare invoice for payment of the works and anticipate the cash flow required for monthly payments (daily worker, miscellaneous, …)

  • Supervise and monitor the progress of the construction/rehabilitation, ensure that the work is done following WHO & MoH protocols and project specifications. This function involves:

- Being the interlocutor with the construction company.

- Supervise and delegate proper task to any WHO construction staff under him/her.

- Ensure that materials used are the most appropriate and well implemented (quality control of the work).

- Ensure that the required documentation is delivered on time to administration

(company certificate of registration, …)

- Do the budget follow-up and inform the OSL Team Leader in case of over expenditure.

- Monitor work company execution performance according to schedule of specifications

  • Support Purchase Orders signature related to the work activity. Namely:

- Ensure Order Request are prepared according to stock material, the work schedule and

work progress.

- Receive and approve all Order Requests from the field related to construction activity,

ensuring it meets with budget and local purchase circuit.

  • Follow up and report on the works’ progress and on technical aspects of the work,

participating in OSL reports (OSL SITREP, etc.)

  • Provide safety equipment for people who work in construction to ensure that all workers

comply with safety standards Plan and supervise, in close coordination with the HR unit, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.

Performs any other related incident-specific duties, as required by the functional supervisor

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: First university degree in technical engineering, architecture & construction or technical field logistics or related field relevant to the position

Desirable:

Humanitarian Training or construction certification

Experience

Essential: At least five years’ related experience and exposure in emergency humanitarian operations, at national and international levels, in managing emergency Health, WASH and logistics operations.

Desirable: Related experience with WHO, the UN system, recognized humanitarian organizations or international non-governmental organization work in the field of outbreaks and/or health emergency response

Languages and level required (Basic/Intermediate/Expert):

Essential:

Expert knowledge of English or French or Portuguese

On site : Bissau, Guinea Bissau

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

The consultant will be paid at ****Band B level (P3 level)**** [please mention the ****Monthly Pay band range****: USD 7,000 to USD 8,480 according to the Information Note 09/2021
