ORGANIZATIONAL CONTEXT:

This position is based in Country Office El Salvador, and report directly to the Deputy Country Director or the designate.

Job holders apply considerable knowledge derived from educational training and practical experience, exercise independent analysis for further reviews and decisions, overseeing Logistics and Procurement, Cash Based Transfers and Emergency Preparedness activities in the office.

JOB PURPOSE:

Plan, implement and coordinate integrated supply chain operations with other relevant internal WFP units, government entities and private sector to ensure a timely and effective Emergency Preparedness and response through logistics, procurement or Cash Based Transfers (CBT) activities meeting the food assistance needs of beneficiaries and service provision requirements for partners.

ACCOUNTABILITIES:

  1. Contribute to the development and implementation of operational plans and procedures, in line with the global WFP strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.

  2. Provide substantive contributions to regional/country context analyses and to the management of operations and mitigate operational challenges and aim for operational optimization.

  3. Contribute to planning and implementation of operations, initiatives, and services to ensure a timely, cost-effective and integrated approach and in close cooperation with key stakeholders.

  4. Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization within the area of responsibility, namely emergency preparedness, cash-based transfers, logistics and procurement.

  5. Put systems and methodologies in place to ensure an adequate level of preparedness for emergencies and for an effective response.

  6. As part of preparedness, ensure that surge capacity is available through partnerships, government institutions and private sector for deployment during emergencies.

  7. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of Country Office operations.

  8. Build and maintain productive partnerships mostly at the operational level and collaborate with counterparts contributing to an integrated approach to food assistance and cross-functional operational alignment.

  9. Build and maintain productive partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs, and private sector to share operational knowledge contributing to coordinated and cost-effective operations.

  10. Provide technical contribution to market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.

  11. Ensure proper management of operations in compliance with the established strategies, policies, procedures, and controls, and following corporate standards, with special emphasis on risk mitigation and cost effectiveness.

  12. Monitoring of activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of operations.

  13. Ensure proper management of service providers/vendors, port, fleet, and warehouse operations to promote safe, efficient planning and execution of WFP operations.

  14. Prepare accurate, comprehensive, and timely reports, dashboards and other visual materials on activities including trends to support informed decision-making and consistency of information presented to the stakeholders.

  15. Guide and supervise staff, acting as a point of referral, ensuring that training is provided to staff under supervision, supporting them with more complex analysis and queries.

  16. Contribute to preparedness actions and support quick emergency response to deploy food assistance and resources at the onset of the crisis.

  17. Other as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language: Fluency (level C) in English language and Spanish.
