Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women is implementing GIZ’s Fund to Promote Innovation in Agriculture (i4Ag) to economically empower women farmers in the rice value-chain in the context of climate change. This fund promotes innovations in the agriculture and food sector, focusing on six key areas of mechanisation, digitalisation, renewable energy, research and extension, cooperation with the private sector and agricultural policy. This project will promote methodologies for reducing carbon emissions in rice cultivation and to show scaling potential in aggregating smallholder farmers. It involves multiple implementing partners who will train and support farmers on approved emissions-reducing rice farming methods as well as those non-approved methods of mitigation with the aim of enabling project beneficiary farmers to see improved resiliency from carbon credit generation, along with a higher proportion of trained female farmers in the community. UN Women’s component will entail reviewing existing training content on agriculture/climate resilient to integrate gender and organizing gender trainings to promote women’s economic empowerment focussing on women’s increasing leadership, voice, choice and agency.

The Programme will contribute to the following outcomes: i) More women farmers in the rice value chain have increased access to climate resilient technologies, methodologies, and skills; ii) Women’s voice, agency and capacities are strengthened to transform climate sensitive agricultural practices into enhanced livelihoods (diversified economic opportunities, increased incomes, and resilience); iii) Strengthened availability of sex-disaggregated data to inform gender responsive climate sensitive agricultural practices.

In this context, under the direct supervision of the Operations Manager, the Operations Associate (Human Resources) serves as a member of the operations team, and provides HR & Operations services ensuring their transparency and integrity. S/he promotes a collaborative, client-oriented approach and promotes the maintenance of high staff morale.

In performing his/her tasks, the incumbent ensures compliance with UN Women policies and regulations; accountability to organizational values and principles; and an enabling workplace environment in which staff potential is maximized. S/he works in close collaboration with the operations, programme and project teams in the India CO and operations staff in other UN Agencies, UN Women Regional Office and HQ staff to successfully deliver operations services.

Duties and Responsibilities

Administration and Implementation of HR Strategies and Policies:

  • Support the implementation of UN/UN Women rules and regulations and under the supervision of the Operations Manager provide guidance to the India CO; identify ways in which the administrative needs can be met within existing policies; adapts processes and procedures, anticipate and manage operational requirements.
  • Provide support and information on corporate HR strategies, UN/UN Women personnel and administrative rules and regulations, implementation of personnel rules, use of contractual modalities, application of entitlements, change management processes as well as on all aspects of HR.
  • Implement corporate human resources management policies and strategies in support of the operations of the RO and India CO.

Administration of Human Resources Services:

  • Organize local recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels.
  • Assist the Operations Manager in overseeing the operational and staffing requirements with responsibility in the areas of personnel administration for international and nationals, as appropriate (e.g. renewal of UNLPs, visas; extension of contracts, administration of national benefits and allowances; administration of home leave entitlements, etc.).
  • Assist the Operations Manager in the preparation and monitoring of the Office Plan; in responding to audit findings and recommendations; monitoring compliance with the PMD and staff learning and development (training and workshops).
  • Ensure that tools and mechanism for effective and efficient monitoring of personnel activities including monitoring and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations are implemented in Quantum.
  • Prepare personnel related reports and analyses; research and draft responses to enquiries for clearance by the Operations Manager.
  • Provide timely inputs to UNDP for payroll management of Fixed-Term Contracts and Service Contracts.
  • Maintain the staffing table and organograms and monthly share staffing table with HR HQ.
  • Liaise with the Human Resources Section at HQ in HR administration and staffing related matters and local UNDP HR as necessary.
  • Maintain accurate and up to date personnel status files in a confidential and secure manner.
  • Assume overall responsibility for attendance and leave management; record management (filing and archiving system, and mail and pouch.

Operations and Administrative Support Services:

  • Provide administrative support to conferences, workshops, retreats.
  • Make arrangements of travel and hotel reservations, preparation of travel authorizations, processing requests for visas, identity cards and other documents.
  • Support collection of information for DSA, travel agencies and other administrative surveys, support to organization of common services.
  • Maintain electronic filing system ensuring safekeeping of confidential materials.
  • Prepare information for audit and implement audit recommendation.
  • Organize shipments, and customs related clearances.
  • Support the Operations Manager on all issues related to common services.
  • Support the Operations Managers on issues related to security and office premises.

Facilitation of Knowledge Building and Knowledge Sharing:

  • Prepare Office Learning plan and individual learning plans in consultation with the Senior Management.
  • Organize trainings for the operations/ projects staff on HR issues.
  • Contribute to sharing of lessons learnt and best practices in HR.
  • Make sound contributions to knowledge networks and communities of practice.

Any other duties and responsibilities assigned by the Supervisor.

  • All HR activities in the office are in full compliance with UN Women rules, regulations and HR policies and guidelines.

Required Skills and Experience

Education:

  • Completion of secondary education is required.
  • Bachelor’s degree in HR, Business or Public Administration is an asset.

Experience:

  • At least 7 years of relevant experience in office administration and/or human resource management;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web based management system.

Language Requirements:

  • Fluency in English and Hindi is required
  • Knowledge of the other UN official working language is an asset.
