JOB PURPOSE

WFP Libya Unit for Operational Information Management & Performance Reporting is responsible for creating a common operational picture of WFP operations. This supports decision-making across WFP and ensures the organization works efficiently, stays up-to-date, and upholds its principles of transparency and accountability. The Unit is responsible for ensuring that accurate information regarding operations in the country is consistently available for internal, strategic, and operational decision-making as well as for external audiences.

Situated within the Communications unit, reporting directly to the Head of Unit, the OIM role is responsible for producing specific reporting products on behalf of the country office while being fully compliant with WFP corporate OIM systems and processes.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, Operational Information Management & Performance Reporting Office will be responsible to:

  • Serve as Head of Unit for the Operational Information Management & Performance Reporting Unit, responsible for both internal and external Communications.
  • Serve as spokesperson for the operation (when it is not the Country Director).
  • Serve as liaison between the Country Office, Regional Bureau (RB), Headquarters (HQ), and the Libya Country Team, ensuring a common operational picture and harmonized information flow.
  • Develop, implement, and manage an appropriate Communications Strategy, to enhance the visibility and reputation of WFP and support fundraising activities, ensuring alignment with WFP strategy and respect for the Libyan cultural context.
  • Leverage social media content, platforms, networks, and partners to enhance coverage and support of WFP's activities. Ensure effective design and delivery of Communications and content products that convey the desired message to targeted audience(s).
  • Upon request, liaise with the Donor Relations team to ensure appropriate and maximized donor-related visibility.
  • Manage the OIM and Performance reporting team
  • Responsible for the preparation, review, and publication of reporting products as per the needs of the Country Office- for example, monthly corporate reporting products such as Country Briefs, Internal/External Situation Reports, and others as required.
  • Support staff in the assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency, and standardization of information management and performance reporting across WFP.
  • Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.

  • Support the collation and dissemination of political and humanitarian analysis pertaining to WFP's current or future responses and donor policies, trends, and preferences to ensure country-specific input to WFP’s operational reporting.
  • Support the preparation of the Annual Corporate Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics, and resource management functions by coordinating to ensure coherence and quality of performance information.
  • Build capacity of WFP staff on all aspects of external relations communication providing advice & guidance to ensure consistent quality Communications activities that deliver the desired impact.
  • Contribute to preparedness actions, providing technical recommendations and guidance, and monitoring the management of Communications-specific risks.
  • Organize and implement campaigns and advocacy initiatives, communications, and events to provide visibility to the Country Offices’ operations.
  • Support, facilitate, or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners, and stakeholders in all stages of project implementation.
  • Conduct research work and prepare write-ups, briefs & reports, as & when needed.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree with relevant experience and advanced training/courses in Journalism, International Relations, Public Relations, Communications, English, Social Sciences or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.

Language:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic. is desirable

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience in the fields of Communications and Reporting. Has gained experience in specialized Communications practices and applies this to all activities. Has provided strategic oversight of new projects and activities.
