In Afghanistan, UN Women works in four thematic areas i.e., Governance and Participation, Ending Violence Against Women, Women Economic Empowerment, and Women Peace and Security (WPS). On Women Peace and Security, UN Women is catalyzing the UN system and supporting Afghanistan to deliver on the women, peace and security agenda and enhanced capacities and opportunities for gender equality advocates to participate in peace processes at all levels. UN Women ACO assists the Government of Afghanistan to implement their commitments on women, peace and security and more women and civil society organizations and those actors with gender equality agendas, influence peace, and security processes. UN Women’s priority outcomes for WPS in Afghanistan are the following: (i) supporting an enabling environment for the implementation of WPS commitments; (ii) ensuring that women are represented and meaningfully participate in all peace and security, peacebuilding, and recovery processes, including formal and informal peace negotiations processes; and (iii) supporting gender-responsive security sector and justice reforms. Under the overall guidance from the Country Representative and Deputy Representative, the WPS Analyst will report directly to the Head of WPS Thematic Area and will support engagement with civil society, as well as with government counterparts and support coordinating, and monitoring of UN Women interventions implemented through civil society organizations and selected government institutions.
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women works in four thematic areas i.e., Women Peace and Security (WPS), Ending Violence Against Women, Women Economic Empowerment, and Governance and Participation. In governance and women’s political participation, UN Women focusses on supporting national and subnational efforts to increase women’s participation in decision making and leadership as well as in elected offices. To address the under-representation of women’s engagement in elections and in political leadership in Afghanistan and to strengthen the voice of women leaders in governance issues, the ACO works closely with the Government of Afghanistan, as well as with UN, civil society, and development partners to promote women’s participation in elections including as voters, candidates, and part of the election’s management teams. Further, UN Women in Afghanistan supports a cadre of women to develop capacity and ability to demonstrate leadership in political and institutional decision-making bodies and at the national and community level.

Under the overall guidance from the Special Representative and Deputy Representative, the UNV will report to the Operation Manager, and will undertake the following tasks:

  1. Support implementation of procurement activities for UN Women Afghanistan Office in Kabul and sub-offices • Review procurement requests and initiate procurement procedures for office and projects equipment, supplies and services, as necessary. • Support requisition on Micro-Canvas Purchase, Request for Quotations (RFQ), Invitation to Bids (ITBs) or Request for Proposals (RFPs) documents, receipt of quotations, bids or proposals, and ensure compliance with UN Women rules and regulations • Facilitate solicitation process for procurement of goods/services as requested

  2. Coordinate contract management processes for the UN Women Afghanistan Office in Kabul and Sub-offices • Provide administrative support to contract management processes; maintain databases. • Develop and update the rosters of suppliers. • Maintain filing system.

  3. Organize travel and logistical arrangement for staff and consultants • Ensure travel for staff and consultants are processed according to UN Women’s Duty Travel Policy • Organize hotel and event arrangements for all official UN Women meetings/functions, engagements, ensure that all requirements are catered for as required.

  4. Perform other administrative tasks as assigned by supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

    Business Administration, Public Administration, Finance, HR, or other related field.

• Progressively responsible experience at the national or international level, in office management, operations or finance; Experience leading a team is an asset; Experience in working in a computer environment using multiple office software packages, experience in handling of web-based management systems and ERP systems, preferably PeopleSoft; Experience of accrual accounting, IPSAS or IFRS is an asset; Professional background in programming/ projects management is an asset.

Entitlement:

Entry lump sum: (one time payment)USD 400 Volunteer living allowance: (per month)USD 624 Exit allowance ( for each month served, paid on successful completion of the assignment): USD 50. Medical and life insurance Cigna private insurance.
