ABOUT WFP

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. More than half the population of Afghanistan – a record 22.8 million people – will face acute food insecurity in 2022. The combined effects of drought, conflict, COVID-19, and the economic crisis, have severely affected lives, livelihoods, and people’s access to food.

The team of 600 staff, 550 of which are Afghan nationals are working tireless to bring emergency food and nutrition assistance to the millions of people suffering across the country. The assistance provided by WFP includes emergency food assistance, school meals, nutrition programmes and important self-reliance and resilience programmes. The packet of support can include food, cash, or vouchers.

In conflict situations, we bring relief to exhausted populations and use food assistance to build pathways to peace and stability – work for which WFP was awarded the Nobel Peace Prize in 2020.

ORGANIZATIONAL CONTEXT

This job is located in WFP Afghanistan Country Offices, and report to the Operational Information Management and reports officer. Job holders are required to carry out well-defined activities and straight forward analytical work. They are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.

JOB PURPOSE

To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organisation.

KEY ACCOUNTABILITIES (not all-inclusive)

The National Reports Officer will be under the direct supervision of the Operational Information Management and Reports Officer and will receive overall guidance from the Head of Partnerships and Reports. The National Reports Officer will be responsible for the following duties:

Support Daily Operational and Donor Reporting Efforts 1. Support the collation of information and drafting of internal and external reports, including but not limited to Daily Operational Briefs (DOB), Weekly Situation Reports, OED Briefs, Country Briefs, Monthly Unit Reports, and other ad hoc reporting requirements. 2. Support the collation of information and drafting of donor progress reports, in accordance with stipulated reporting templates and timelines. 3. Support other functional units in the development, design, and management of external communication materials, including but not limited to Programme Fact Sheets and donor briefs.

Support the Maintenance of Information Management Systems and Processes 4. Regularly update, maintain, and extract data from internal databases and products for information management, including Microsoft Teams space, Grant Tracker, Visibility Tracker (Trello), Reporting Schedule, Programme Fact Sheets, Donor Contact Lists, and dashboards. 5. Ensure the timely submission of data/information required for internal dashboard development. 6. Assist the documentation, tracking, and reporting of operational incidents. 7. Regularly update and maintain information management messaging on programme operations, as well as socio-economic and political developments in the country. 8. In collaboration with the Communications Unit, identify and realize opportunities for further visibility of WFP programmes and priorities in Afghanistan, especially for the purpose of fulfilling donor visibility requirements as stipulated in contribution agreements. 9. Develop and maintain donor profiles for the purpose of mapping key funding interests and opportunities.

STANDARD MINIMUM QUALIFICATIONS

Education:

Master's degree in Political Science, International/Community Development, Communications, Economics, Statistics, Administration/Business Management, or another relevant field. Bachelor's degree in the same field with additional two years of experience is required.

Experience:

2-3 years and above of relevant work experience in donor relations, communications, information management, programme implementation, and/or monitoring and evaluation. Previous experience in diplomacy or with an INGO/NGO preferred. Four years of relevant experience for bachelors degree holders.

Knowledge & Skills:

Excellent written and oral communication skills Excellent research, writing, and analytical skills Strong cross-functional coordination skills Ability to effectively organise, time-manage, and prioritise tasks under pressure Proficient in the use of Microsoft Office products (World, Excel, Publisher) and other visual design and digital multi-media/information management systems (Canva, Trello, etc). Knowledge of WFP grant management, Operational Information Management, and reporting systems and standard procedures considered an asset. Ability to effectively work and communicate within a diverse, multi-cultural environment required.

Language:

Fluency (level C) in English language. Fluency in Pashto/Dari considered an asset.

TERMS AND CONDITIONS

Position Title: OIM & Performance Reports Officer

Grade: SC8

Contract: Service Contract - Six Months (renewable)

Duty Station/travel: Kabul, Afghanistan with travel inside Afghanistan

Salary: Competitive remuneration package

Medical Plan: International valid medical plan valid also for staff, spouse and dependents children under 18 years

Annual leave: 30 working days per annum
