UNICEF’s Global Shared Services Centre (GSSC) provides services to UNICEF offices around the world in the areas of Finance, Master Data Management, Human Resources Administration, Payroll, and IT Customer Care.

The HR Administration Section delivers high quality, responsive, timely and equitable human resources services for UNICEF offices which include onboarding, staff entitlements, benefits, separation, recruitment, and other administration support.

The HR Officer contributes to the design and establishment of the new Recruitment Hub at Recruitment Administrative Services (RAS), part of the HR Administration Services.

This post is a Temporary Appointment for 364 days.

How can you make a difference?

To improve global efficiencies in recruitment administration, UNICEF Global Shared Services Centre Operations Section is setting up a new Recruitment Administration Services unit within HR Administration. Under the leadership of GSSC Director and, technical and direct supervision of the RAS Project Leaders, Chief, HR Administration & Chief HRBP, NYHQ, the Human Resources Officer is responsible for managing assigned aspects of the transition and establishment of the Recruitment Administration Services (RAS) stream (e.g. services and SLAs, recruitment process, recruitment technology, selection policy, procedures and SOPs), including development of the design and implementation of the assigned recruitment administration related activities, simplifications/automations.

Key functions of the Human Resources Officer (RAS):

  • Liaises with the Head Quarter Divisions, Information and Technology teams, Regional and Country offices to support and contribute to RAS corporate HR strategy formulation, pilot roll out and global implementation. Provide feedback and make recommendations on the establishment and improvement of RAS recruitment services and SLAs, HR systems, simplified & improved recruitment processes, policies, and processes.
  • Maps, reviews, and analyzes current processes and coordinates with HR at Head Quarters and Regional / Country offices to simplify and standardize processes.
  • Partners with HR Business Partners at Headquarters, Recruitment CoEs, Business Innovation Section and all relevant teams to design and implement best business practice processes and procedures as well as systems & tools that are cutting edge to enable seamless delivery of services.
  • Manages and performs assurance of quality and efficiency through proper testing of new processes, procedures, tools, and systems. Ensures feedback loop to fine tune the implemented solutions.
  • Develops Process Instructions/SOPs/Step-by-Step Guides and Knowledge Articles for newly established/simplified/automated processes.
  • Coordinates and participates in development and delivery of training for the new RAS staff on the new services, processes, systems, and tools.

To qualify as an advocate for every child you will have…

  • A University Degree in human resources management, business management, international relations, psychology, or another related field is required.
  • Minimum two years of directly relevant experience, including six months of supervisory responsibilities in human resources management in an international organization and/or large corporation is required.
  • Experience in participating in managing transformational projects of significant scale is desirable.
  • Proven ability and excitement to design and implement innovative cutting-edge HR programs, systems, and tools within a fast paced and evolving setting.
  • Analytical skills, project management experience, resourcefulness, and forward-looking skills.
  • Excellent knowledge of organizational and HR information technology systems and tools, as well as best business practices and technology, with adequate experience in Recruitment administration is required.
  • Experience of shared services/business support center is an asset.
  • Fluency in English is required.

National Officer (NO) staff are nationals of the country in which they perform functions of a technical and professional nature. Eligible applicants are nationals of Hungary.

National Officer staff are locally recruited staff and therefore, candidates are personally responsible for any travel and accommodation arrangements. UNICEF does not facilitate MFA accreditation for locally recruited staff.
