Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Occupational Safety Assistant is responsible for reviewing, monitoring and enforcing Occupational Safety and Health (OSH) on the construction site for the Seismic Mitigation Project (SMP). The incumbent is required to understand and apply the UN’s OSH policy, the contractors' scope of work and local health and safety rules and regulations to help in preventing incidents (accidents and near mises) and safety hazards within the construction site.

This position is located in SMP in the Project Management Office within Division of Administration of ESCAP, Bangkok, Thailand. The Occupational Safety Assistant will report directly to the Project Engineer of SMP with an overall supervision by the ESCAP OSH Officer.

Responsibilities Under the direct supervision of the Project Engineer, Project manager and the overall guidance of the ESCAP OSH Officer, the incumbent is required to perform the following functions:

1.Contributes ideas, observations and inputs to the Occupational Safety and Health (OSH) Officer on the SMP contractor’s health and safety plans and procedures;

2.Participates in all health and safety site meetings;

3.Assists the Occupational Safety Officers in conducting risk assessments and regular site inspections of the construction site and the UN compound, monitors safety compliance, identifies hazards and risks, documents hazards/risks identified, stops work when there is an imminent high risk, communicates risks to the contractor and follows up to ensure risk mitigation measures are implemented in compliance with the UN OSH standards to keep the project moving forward safely;

4.Provides input/risk assessment reports to the SMP and OSH Officer on the efficient employment of resources, equipment safety, safety technical protocols and safe work procedures, including areas for improvement;

5.Liases with ESCAP Security to develop 24-hour response mechanisms to safety and health-related incidents;

6.Promotes a safety culture, and supports for safety and health requirements, standards and procedures;

7.Assists in the development, risk reduction and control measures for all and specific occupational safety hazards and risks;

8.Provides support and guidance to all occupational safety related staff in producing and keeping records in the Incident and hazard reports;

9.Participates in incident and hazard statistical analysis and weekly/monthly statistical reports (facts and figures, charts, graphs, etc.) and presentations;

10.Participates in a formal investigation if an incident is directly or indirectly related to occupational safety to identify the root causes and ensure lessons learnt are applied by contractor and prevent future accidents, near misses and unsafe work practices;

11.Participates in the delivery of Occupational Safety Risk Management Training Courses, and ensures daily safety briefings are conducted by the construction contractor and specific safety trainings for high-risk construction workers as and when required;

12.Maintains a journal of lessons learned issues;

13.Maintains records of incidents, hazards and fact-findings;

14.Carries out other related duties as assigned.

15.Works are primarily to be carried out outside normal office working hours (i.e. night shift).

Ability to contribute ideas, observations and inputs to the Occupational Safety and Health (OSH) Officer on the SMP contractor’s health and safety plans and procedures. Planning and organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education High school diploma or equivalent is required. Possession of a technical high school diploma is highly desirable. Formal certification in Occupational Safety released by accredited recognized national Organization, training institution, academy or provider which specializes in Occupational Safety is desirable.

Work Experience A minimum of seven years of experience in Occupational Safety, Safety Risk Management or a related risk management field is required. A minimum of three years of OSH experience on a construction site is desirable. Experience in applying U.S. OSHA, E.U or UK occupational safety standards, or equivalent, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and Thai is required. Knowledge of another United Nations official language is an advantage.

Assessment Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.

Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away.
