Org. Setting and Reporting

The Staff Employment and Administration Section (SEA) is one of three Human Resources (HR) Sections within the Bureau of Administration and Services (ADB) within ICAO. SEA is dedicated to operational aspects of HR management and service, such as contract management, benefits and entitlement administration, separation handling and servicing retirees, administration of social security and pension benefits, staff accreditation matters and oversight of the Medical Centre. The ICAO Medical Centre has been established to ensure prompt access to medical services that will enable the Organization to fulfil its duty with regard to health care of staff members. The ICAO Medical Centre provides medical services to all ICAO staff (including Regional Offices), delegates, staff of UN Organizations based in Montreal. The Medical Centre’s main function is to reduce health related risks for staff and for the organization as a whole. The Medical Centre provides occupational health services and oversight of all health-related programmes. The incumbent reports administratively to the Human Resources Specialist (Social Security and Benefits), with whom s/he consults on matters that relate to the support of the Medical Centre. The incumbent receives guidance from the Medical Doctors on medical-related matters and complex issues but is required to work autonomously on the day-to-day operations of the Medical Centre.

Responsibilities

Function 1 (incl. Expected results) Performs occupational health services, achieving results such as: • Prepare sick leave reports/certificates and certification of sick leave in consultation with the Medical Officers. • Provide guidance to HR Administration on sick leave, service-incurred accidents or illnesses, possible cases of termination for health reasons or disability as well as other workforce issues. • Review (in consultation with the Medical Consultant(s) and advise HR Administration on remote working privilege due to illness, return to work and limited reasonable accommodation assessments. • Record and analyse sick leave data and investigate the causes of sickness and injuries in the workplace and propose preventative approaches. • Act as focal point to local, regional governmental and international health authorities (i.e. UNHQ, DHMOSH, UNMD, WHO, CDC, Québec’s Ministry of Health and Social Services, Regional Public Health Authorities and Public Health Agency of Canada). • Assist in drafting and implementing policies and procedures related to occupational safety and health framework. • Promote Occupational health and safety and wellbeing in the workplace; plan, coordinate and participate in addressing work environment and occupational health issues, such as holding periodic training sessions in cardio-pulmonary resuscitation and promoting good health and support and facilitate information sessions on common health issues. • Ensure preparedness and adequate response to longer-term medical emergencies, such as the COVID pandemic, by providing the appropriate advice to management and staff, providing protective equipment, and monitoring and tracking any related medical issues. Function 2 (incl. Expected results) Performs medico-administrative duties, achieving results such as: • Manage and coordinate the daily operations of the Medical Centre. • Collaborates with the Medical officers and administrative staff in establishing policies and practices that ensure quality in the delivery of medical care. • Supervise the Administrative Assistant/Receptionist in the medical Centre. • Ensure proper filing of medical and other records and evaluate when files should be sent for archiving. Verify the digitizing of medical files, when required. • Maintain an adequate inventory and stock control of medications/vaccines and other medical supplies and equipment. • Support medical administration, including requests for procurement of medical supplies. • Ensure the full use, application and operability of Electronic Medical Records (EMR) software and any relevant software applications in use by the Medical Center. • Process pre-employment medical clearances and advise SEA in a timely manner. Function 3 (incl. Expected results) Performs Clinical Duties, achieving results such as: • Review travel health services, including risk assessment, advice, vaccinations, and travel clearance (Review immunization needs of staff travelling on mission and administer appropriate vaccines, as required. Provide instructions to staff on tropical and other infectious diseases). • Immediate treatment and care of workplace injuries or major medical emergencies in the workplace, including the coordination of activities of Medical Officers or other medical points of contact (external medical service providers, clinics, etc.) • When required, be on-call with the Medical Officers. Function 4 (incl. Expected results) Performs other related duties, as assigned.

Essential: An advanced-level university degree (Master’s degree or academic equivalent) in Nursing, or related field, is required. A first-level university degree in combination with two additional years of qualifying experience in Nursing (BScN), or related field, may be accepted in lieu of the advanced university degree Licences/Certification • Licence as a registered nurse in Quebec. • Certification in Tropical Diseases and Travel Medicine. • Certification in Basic Life Support (BLS), First Aid (FA) and Automated External Defibrillator (AED).

Work Experience

• A minimum of three (3) years of experience as a nurse in a hospital Intensive Care Unit (ICU), Emergency Room (ER) environment, or in a clinic is required. • A minimum of three years of experience working in Occupational Health is required. • Experience in responding to emergencies and providing first care to patients and preparation for treatment is required. • Experience in responding to emergencies and providing first care to patients and preparation for treatment is required. • Proven experience in the use of modern information and communications technology for the processing and management of medical data is required. • Experience in preparing reports and in training is required. • Work experience within an international or government organization is desirable.

Languages
