BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP uses of Special Nutritious Foods (SNF) on a much larger scale than ever before. This jump in scale, the high cost of such products, production considerations, lead-time and product sensitivity create significant challenges for supply chain management and the nutrition programmes. The high demand and limited availability of these products poses a challenge to WFP operations, causing potential pipeline breaks that have serious repercussions on the organization and its response efforts.

COVID 19 disrupted the supply chains and more particularly those of SNF. WFP expects a significant increase in nutritional needs in many countries and therefore an increase in demand for SNF. The limited number of suppliers and very low SNF stocks (particularly for Super Cereal) lead WFP to prioritize activities as well as the use of SNF. As such, SNF substitution guidance has been developed and sent to the field. In this context there is a need to analyse the data of SNF (demand Vs supply) in order to provide different scenario for the WFP Regional Bureaux (RBs) and Country Offices (COs). The Nutrition Division needs to bring an additional staff on board to work with both Nutrition and Supply Chain (SC) to ensure the SNF pipeline remains fluid and effective.

The Nutrition Division and more precisely the Nutrition Operations unit in close collaboration with the Supply Chain Division are coordinating cross-functional efforts to strengthen systems and capacities to ensure that the right specialized nutritious food safely reach the right beneficiaries at the right time in humanitarian and development contexts.

Under the “Nutrition Supply Chain Team-Lead” - Nutrition Operations Unit – the incumbent will work 50% of the time for Nutrition Operations and 50% for Supply Chain planning.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Regular scan of SNF requirements, alerting on important changes and trends. Alerting sufficiently in advance when pipeline shortages are inevitable and support analytical work on contingencies. Participate to the SNF Working Group (WG) to define SNF supply chain priorities/improvement and support required to RB/COs.

  • Support quantitative work on substitution opportunities and prioritization, including supporting RBs and COs with detailed analyses of the demand for each category of activities and implications of prioritization/substitution in terms of cost and other supply chain implications.

  • Improve planning at field level and contribute to planning trainings, taking into consideration actual lead times and programme and supply chain constraints.

  • Participate in SNF replenishment activity monthly and provide input on pipeline shortfalls and SNF procurement.

  • Support WFP supply chain analysis of Nutrition programmes and define strategic priorities for SNF replenishment and allocation.

  • Provide data analysis (e.g.- requirement V/s supply) and optimization analyses - to be able to support fact based decision-making process on the SNF supply chain.

  • Support Nutrition operations and ensure clear information regarding SNF supply chain management is circulating within the team.

  • Contribute to the larger project of re-vamping the planning processes of the upstream supply chain (including global sourcing and delivery planning), by supporting in the design of to-be processes and the creation of prototype models inspired by the work started with SNF commodities.

  • Support SNF WG in various projects and activities such as SNF demand projection, Nutrition Operations Strategic Analysis, WG newsletter, etc.

  • Support Supply chain planning team in Nutrition-related projects and requests, using Optimus and other tools as on required basis.

  • Work closely with SNF Task Team to meet its objectives on improving SNF supply and demand.

DELIVERABLES:

  • Regularly scan the SNF dashboard and based on this dashboard and some additional contextual analyses, provide regular updates and alerts to the main stakeholders (primarily the SNF working group), on the status of SNF demand and supply.

  • Provide fortnight analysis of SNF supply chain to the SNF work group which highlights SNF requirements Vs supply and the main issues regarding SNF pipelines per RB/COs, with potential contingency actions for discussion.

  • Produce the regular supply chain analyses and planning scenarios leading to the replenishment of corporate stocks of SNFs in close collaboration with Nutrition, Global Commodity Management Fund (GCMF), Procurement and Planning teams.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Master University degree in engineering or supply chain management or related field.

Experience:

  • Minimum 4 years of experience in humanitarian affairs at HQ and in the field of operations, or

  • Minimum 4 years of experience in private sector with a focus on supply chain management and data analysis.

  • Demonstrated expertise in supply chain engineering.

  • Prior experience in Supply Chain planning, process mapping, data analytics, and development of SC tools and development of Key Performance Indicator (KPIs).

Knowledge and Skills:

  • Knowledge on Supply Chain planning and optimization models.

  • Advanced use of Microsoft Excel and experience with data visualization tools / Business Intelligence (BI) tools.

  • Advanced skills on data transformation and visualization.

  • Proficiency in computer programming (python and pandas preferred).

  • Ability to summarize and present meaningful insights to senior management.

Language:

Fluency in English, French desirable. Working knowledge of another UN language – desirable.
