Humanitarian situation in Burkina Faso has been one of the fastest growing crises since 2019. In order to address this humanitarian situation, UNICEF is intensifying its nutrition response through its partners, sectoral coordination and collaboration with technical services through a strategy combining humanitarian nutrition responses and interventions to build resilience and sustainability within the Nexus framework.

Burkina Faso continues to be affected by a combination of shocks to which UNICEF has intensified its efforts to mitigate the long-term effects to the affected population especially children under 5 years with wasting and pregnant and lactating women. The social-political crisis linked to the insecurity has reduced the health system’s ability to deliver quality health and nutrition services. The recurrence attacks and community violence lead to massive population displacements and the closure of health facilities.

Six regions are the most affected by the security crisis. However, the effects are felt in all 13 of the country's regions. In addition, continuing deterioration in the nutritional situation of children, especially in security-challenged areas, reduced humanitarian access and food insecurity, couple with the increased need in nutrition commodities for the treatment of malnourished children. In response to the current context, UNICEF in Burkina Faso country office is recruiting a Nutrition Officer NOB TA integrated management of acute malnutrition (IMAM) to support the operationalization of wasting management in the regions with no UNICEF operational presence, through zone offices. It will ensure the availability of services and quality implementation of the IMAM program specifically, implemented by the health districts/DRS and local authorities. The UNICEF nutrition program is proposing itself to meet the office's Nexus vision to support development programs for the prevention and management of malnutrition in all health districts and regions of Burkina Faso.

The Nutrition Officer under recruitment will be based in Ouagadougou. He/she will focus his work on acceleration of results for the integrated Management of acute malnutrition, support the nutrition cluster coordination nutrition, monitor the implementation of integrated multisectoral interventions in the demonstration area, as well as nutrition supply monitoring.

How can you make a difference?

Under the supervision of the nutrition specialist (NOC) and the guidance of the Nutrition Manager in Ouagadougou, the Nutrition Officer in a TA position will focus on the implementation of the UNICEF supported integrated Management of acute malnutrition, support the nutrition cluster coordination nutrition in nexus regions, monitor the implementation of integrated multisectoral interventions, as well as nutrition supply monitoring. He/she will provide technical, operational, and administrative assistance throughout the health and nutrition programming process. He/she will prepare, manage, and implement a variety of technical and administrative tasks, related to the development, implementation, monitoring, and evaluation of integrated nutrition, health, Nutrition interventions nexus development and emergency results of the country Programme.

MAJOR RESPONSIBILITIES

  1. Programme development and planning
  • Conduct and update the situation analysis for the programme sector(s) for the development, design, and management of IMAM nutrition related programmes/projects.
  • Research and report on development trends (e.g. political social, economic, nutrition, health) for higher management use to enhance programme management, efficiency and delivery of results.
  • Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning, through analysis of nutrition needs and areas for intervention, and submission of recommendations for priority and goal setting.
  • Provide technical and operational support throughout all stages of nutrition programming processes by executing and administering a variety of technical programme transactions; preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM), and monitoring and evaluation of results.
  • Prepare required documentations and materials to facilitate the programme review and approval process.
  • Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness, and relevance of information.
  • Contribute to the development/establishment of nutrition-related outcome and output results, as well as related strategies, through analysis of nutrition sector needs and priorities.
  1. Programme management, monitoring and delivery of results.
  • Work collaboratively with colleagues and partners to collect/analyze/ share information on IMAM implementation issues, provide solutions on routine nutrition programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in IMAM monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
  • Prepare sectoral progress reports for management, donors and partners.
  1. Technical and operational support to programme implementation
  • Conduct field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in NUTRITION, to support programme implementation.
  1. Networking and partnership building
  • Support nutrition supply planning and monitoring, supply long-term agreements and partnership agreements with CAMEG.
  • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve integrated results.
  • Participate in inter-agency meetings on UNSCDF planning, to integrate and harmonize UNICEF output results and implementation strategies with UNSCDF development and planning processes.
  • Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on health and nutrition and related programmes/projects.
  1. Innovation, knowledge management and capacity building
  • Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall health and nutrition sector development.
  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Research, benchmark and report on best and cutting-edge practices for development planning of knowledge products and systems
  • Maintain the nutrition CMAM database.
  • Contribute to the documentation, capitalization of lesson learned from implementation of the program.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: an university degree in one of the following fields is required: human nutrition, Public health and nutrition, community health and nutrition, International Health & Nutrition, Public Health & Nutrition Policy and Management, Family and Community Health & Nutrition, Nutritional Epidemiology, Health & Nutrition Education, Health & Nutrition Promotion social sciences or another relevant technical field.
  • Work Experience: a minimum of two years of professional experience in health and nutrition-related Programme.
  • Language requirements: Fluency in French and good working knowledge of English is required. Knowledge of a local language is an asset.
  • Desirables:
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a nutrition program in a UN system agency or organization is considered as an asset.
