Job Description

The IRC launched an emergency response in oPt in 2023, responding to the catastrophic humanitarian situation in Gaza. Prior to October 7th, in June 2023, we conducted a scoping mission to oPt, in the West Bank, and subsequently developed a strategic plan to initiate programming in the West Bank. Since then, and in the context of catastrophic fighting and renewed violence, the IRC has initiated an emergency response in Gaza and developed a response plan with partners which includes Gaza and the West Bank. Implementing a diverse, integrated program of health, protection, cash, and scaling up in WASH and nutrition, these programs prioritize local partnerships with both public institutions and civil society, and span emergency, humanitarian, recovery, and development modalities, while serving vulnerable Palestinians in oPt.

Scope of work:

Working under the guidance and supervision of the Nutrition Manager, and in close collaboration with the IYCF-E Officer, the Nutrition officer shall be responsible for the day to day implementation of the integrated nutrition programs that encompass nutrition screening and assessments; promotion of infant and young child feeding in emergencies (IYCF-E); management of at risk mothers and infants (MAMI); addressing micronutrient deficiencies; Community-based Management of Acute Malnutrition (CMAM), and blanket supplementary feeding in all IRC supported sites/health facilities. The nutrition officer shall ensure that all components of the program are functioning properly, providing quality of care to all the clients through respecting protocols and principles of good practice, community mobilization and engagement, community level screening and treatment and ensuring services are truly integrated with other sectors. The nutrition officer is expected to work well with partners, identifying capacity gaps for training and ensuring reports are compiled accurately and submitted on time.

Key Responsibilities

• Provide oversight of nutrition activities being implemented in line with the planned project, work plans, targets and resources.

• Set up and supervise the nutrition sites and activities and ensure that IYCF-E activities are well coordinated and harmonized.

• Ensure all nutrition activities and sites are functioning and have good quality programming.

• Ensure that all required observations, prescribed treatment, and procedures are accurately carried out and documented appropriately.

• Provide technical guidance to IRC and partner staff (IYCF-E, CMAM, health, CP, WASH, and others as necessary) and other humanitarian actors as necessary to promote consistent good practice.

• Ensure the establishment of nutrition monitoring activities and train health, WASH and protection staff in case detection and referral system.

• Participate in program planning and roll-out of new program areas in liaison with key cooperating partners.

• Compile and timely submit donor and IRC Nutrition Program weekly, biweekly, and monthly reports of all the activities implemented, as well as timely preparation of supplies and equipment requisitions.

• Monitor and supervise proper usage of essential nutrition therapeutic feeds to avoid stock outs.

• Uphold IRC code of conduct at respective work area.

• Work closely with the IYCF-E officer, nutrition manager and coordinator to design, implement and manage nutrition programs and activities.

Supervision Responsibilities

• Directly supervise IYCF Counsellors, Nutrition Assistants and Community Assistants.

• Supervise and work in collaboration with the health, protection and WASH teams or others in the screening activities of severely and moderately malnourished children and pregnant and breastfeeding women (PBW).

• Identify training gaps for the staff and clients and communicate the same to the nutrition manager.

• Conduct routine supervision and monitoring of activities as per supervision plan.

Networking and Coordination

• Ensure proper communication, coordination and harmonization of tools with the different partners involved in nutrition activities.

• Develop and coordinate the adherence and reporting of nutrition activities as per developed plans.

• Create appropriate linkages and referral for nutrition activities.

• Work closely with other health, protection, and WASH programs in the spirit of integration for maximum output.

• Attend relevant internal and external sectoral coordination and implementation meetings.

• Liaise with other humanitarian actors, and local authorities to maximize collaboration and ensure proper coordination of activities and agreed protocols.

Required Qualifications:

• Bachelor’s Degree in Nutrition & Dietetics, Public health, or related health field from a recognized university.

• Possess at least one (1) years’ experience in implementing nutrition related activities in a busy hospital or community set up.

• Training in nutrition in emergencies.

• Possess ability to analyze and interpret both quantitative and qualitative programme data.

• Possess excellent planning and organizational skills.

• Ability to work with minimal supervision.

• Skilled in computer applications

• Possess a high level of integrity and interpersonal skills

• Languages: Arabic is required. A very good level of English is required (oral and spoken)
