Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve Sustainable Development Goals (SDGs), and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilizers, communities, and families, and of course, the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio, and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.

How can you make a difference?

The consultant will closely coordinate, on behalf of Nutrition Chief of MoPD&SI, with relevant UN agencies e.g., World Bank, WFP, WHO, UN Women etc., relevant government ministries, provincial government relevant departments and donor agencies in close coordination with UNICEF’ ECD Manager. The consultant will support the Nutrition Chief of MoPD&SI, in facilitating coordination among the Federal and Provincial Government and stakeholders in addressing ECD & Multisectoral Nutrition (SUN) related issues from the provinces,. The consultant will provide support in ECD & SU related tasks and matters to MoNHSR&C and other ministries and agencies. The consultant will also serve as a link/bridge between UNICEF and MoPD & SI.

Major tasks, deliverables, and proposed payment schedule:

Management and advisory support the Nutrition Chief-MoPD&SI

  • Support Nutrition Chief – MoPD&SI in preparing policy and technical briefs related to ECD & Multisectoral Nutrition in Pakistan and other relevant areas.
  • To facilitate in approval and rollout of ECD policy, Index & standards, Training packages, guidelines and multisectoral related documents.
  • Support and facilitate the implementation of ECD policy framework, Index, Standards.
  • Support and facilitate advocacy and programme support in ECD financing.
  • Support in the coordination and monitoring the implementation of Multi sectoral National Nutrition Action Plan.
  • Support to SUN Secretariat in policy formulation and strategies development in line with national and international developments and commitments.
  • Support Program development including proposal /concept papers/PC-Is development and review, as deemed essential.

Programme development and planning, monitoring and delivery of results

  • Support and facilitate working relationships with MoNHSR&C in implementation of ECD (mainly Health & Nutrition Components of ECD nurturing care framework), World Bank, Ministry of Education & Ministry of Climate Change program in the country in collaboration with UNICEF ECD Manager.
  • Support the scale up multisectoral ECD packages.
  • Provide support to conception, planning, implementation, and coordination of the SBC component on positive parenting practices and ECD-related services at federal level.
  • Support & coordinate on establishing ECD M&E system, its planning, programming & implementations by the provinces.
  • Review, identify opportunity and create space for funding for ECD at all levels, as well as advocate for sustained predictable ECD financing.
  • The consultant will make national/provincial ECD & Multi sectoral nutrition updates/brief on monthly basis for wider dissemination to the stakeholders.

Coordination and Technical Support

  • Support in operationalize the Multi sectoral Coordination for nutrition & ECD on continuous basis.
  • Organize federal ECD Steering & TWG meetings and provide technical support to provinces as well.
  • Coordinate with provincial SUN/P&D for organizing the Provincial Steering & TWG as needed.
  • Facilitate implementation of NSC /NTWG recommendations/way forwards at all levels.
  • Institutionalize ECD framework (national, provincial, district levels) by using the existing coordination platforms.
  • Prepare and provide the needed documents for regular reviews of ECD & Multi sectoral Nutrition programs.
  • Coordinate optimal and timely preparation of technical documents and harness synergies among federal and provincial governments, other stakeholders and effectively lease with SUN secretariat on multi sectoral nutrition.
  • Facilitate in coordination with SUN Networks, development partners and other stakeholders.

Advocacy, networking, and partnership building

  • Support and facilitate working relationship with Ministry of Poverty Alleviation/BISP to ensure quality of KFCPs- Parenting package ECD services in the Benazir Nashonuma Program.
  • Support Director Health & Nutrition Programs in Planning, coordinating and execution of ECD/Multisectoral Nutrition workshops, trainings, SUN SUNAR meetings/workshops and other events.
  • Develops and maintains productive relationships with organizations and bodies who are directly involved in ECD services / programs (e.g., ECD Alliance & Network) at national and provincial level.
  • To organize ECD & SUN related activities in close coordination of Provinces under supervision of Nutrition Chief – MoPD&SI at all levels.
  • Any other task assigned by supervisor

Deliverables:

1. Monthly workplan with brief submitted to UNICEF & MoPD&SI;

2. Consultant’s monthly activity report submitted to UNICEF & MoPD&SI;

3. Monthly summary of minutes of meeting with key actions submitted to UNICEF & MoPD&SI;

4. Training reports/ workshop reports submitted to UNICEF & MoPD&SI.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in multi-sectoral nutrition, ECD, and development sector with specific experiences with in ECD with multiple sectors like health sector, nutrition sector and education sector *A first University Degree in a relevant field combined with 5 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum 05 years of relevant experience in multi-sectoral nutrition, ECD, and development sector with specific experiences with in ECD with multiple sectors like health sector, nutrition sector and education sector.
  • Previous experience with government/development partners at senior levels.
  • Proven skills in PC-I, PC-II and Proposal development, communication, networking, strategic thinking, advocacy, negotiation, and ability to relate to tradition and culture.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
