Purpose of the assignment

Under the supervision and guidance of the Nutrition Specialist, the consultancy will provide overall support for the rollout of wasting management protocols adapted to Covid19 context in the emergency affected districts and establishment of an effective and timely reporting format for the scale-up of MUAC screening activities at district level using mother-led MUAC approach.

Responsibilities and Main Tasks:

Under the overall guidance of the UNICEF Nutrition Specialist and working in close coordination with the Directorate of Reproductive Health/ National Nutrition Program of the Ministry of Health, the Nutrition Officer will be expected to perform the following functions:

  • Support roll-out of trainings on simplified protocols for wasting management adapted to Covid-19 in targeted municipalities in line with the national IMAM protocol.
  • Support roll-out and documentation of implementation of mother-led MUAC approach in targeted municipalities.
  • Provide technical assistance to targeted municipalities’ nutrition teams to conduct rapid nutrition assessments of vulnerable groups in coordination with existing systems.
  • Support the identification of key partnerships for implementation of priority actions in municipalities where UNICEF does not have established partnerships i.e. Cuando Cubango, Namibe and Luanda.
  • Provide technical assistance to government and partners in delivering and monitoring the nutrition emergency response in the targeted municipalities.
  • Ensure quality assurance reports on PCAs with partners and adherence to UNICEF work processes.
  • Support nutrition program coordination in target provinces, with active follow-up on action points/recommendations.
  • Develop a field monitoring database to track core humanitarian indicators of the drought nutrition response.
  • Produce regular updates on key nutrition indicators for internal and external reporting purposes,
  • Provide quality assurance of all field monitoring data and results reporting to Luanda, including the sitreps, working closely with sections.
  • Support and capacitate local authorities to collect, analyse and report on key nutrition information relevant to the drought situation and programme response.

Deliverables:

Monthly Reports: that provide overall progress against the ToR. Highlights of any challenges met, and actions taken.

Requirements:

Education

  • University degree in one of the disciplines relevant to the following areas: Public Health & Nutrition, Health Sciences, International Health & Nutrition, Public Health & Nutrition Policy and Management, Family Health & Nutrition, Nutritional Epidemiology, Health & Nutrition Education, Health & Nutrition Promotion and Disease Prevention or other relevant discipline(s).

    Work Experience

  • Two (2) years of relevant professional work experience, including in developing countries.
  • Experience in monitoring gender inequalities and in programming interventions that reduce these inequalities;

    Language Proficiency

  • Fluency in English (verbal and written) and in Portuguese is required; and
  • Knowledge of another UN working language is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
