OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

The Access to Medicines and Health Products unit provides strategic direction, technical assistance and tailored support to countries to improve access to quality medicines and health products in a manner that is reliable, affordable and sustainable for health systems across the European Region. This will include supporting work towards a new social contract through which patients, health systems and governments can attain affordable pharmaceuticals that meet their needs, whilst investors and the pharmaceutical industry are incentivized. It will engage with stakeholders within the FENSA process and the spirit of partnership through the WHO convening responsibility, as well as accelerating the implementation of resolution WHA 72.8 on improving market transparency. The unit will develop country capacity to tackle vulnerabilities in regulatory, production, procurement and supply chains, with a focus on sub-standard and falsified medicines and health products. It will work cross programmatically to improve financial protection by addressing out of pocket payment and high pricing for medicines as well as to improve governance of the whole medicines management system.

The EU4Moldova Project supports the health response to the COVID-crisis project aims at achieving tangible results for the benefit of people in the Republic of Moldova by supporting to mitigate the impact of the COVID-19 outbreak in Moldova and contributing towards longer-term resilience of its health system.

The project is characterised by two specific objectives (SO), namely:

1. SO 1: Strengthening the national capacity to respond to the COVID-19 public health emergency;

2. SO 2: Strengthening the management of essential health services delivery and their resilience. The project commencement date was 16 December 2020 with duration of 40 months and a designated project implementation team at country project.

DESCRIPTION OF DUTIES

Within the framework of the BCA (Biennial Collaborative Agreement), the incumbent will provide specific technical expertise to strengthen national and local capacities in health procurement and supply management in routine and emergency settings.The technical assistance is provided within the framework of EU COVID-19 Recovery support Programme for the Eastern Partnership.

Key duties:

1. Conduct review of national procurement regulations and legislation in order to make recommendations to ensure access to most efficient procurement mechanisms.

2. Conduct assessment of the procurement and supply chain management (PSM)cycle and provide recommendations to improve performance; including quantification, forecasting, budgeting and planning for health products.

3. Assess, compile, analyze and interpret country-level data relating to PSM functions and make recommendations about how to strengthen the national PSM system.

4. Review national processes that are in place for the identification and management of shortages of medicines according to best practices, including WHO norms and standards.

5. Review national mechanisms that are in place for management of prices and propose options to increase efficiency.

6. Provide technical support to national counterparts to improve procurement and supply chain management operations.

7. Develop PSM training and information materials relevant for different target audiences (policy makers, procurement experts, public health pharmacists).

8. Map and Support the establishment of Logistics Management Information System (LMIS) in country.

9. Regularly map needs of PPEs, and available stocks of essential medicines, equipment and supplies for the detection and management of COVID-19 for healthcare facilities.

10. Provide support to the procurement process to ensure efficiency and value for money to inform the strategic overview.

11. Contribute to the development of procurement plans, schedule and documentation.

12. Undertake research and analysis of information on market for products and services and ensure adequate safe documentation.

13. Ensure that an appropriate adjudication panel is designated and provided with relevant technical documentation and that all appropriate decisions for procurement are made, schedule meetings as required, minute those meetings Invite, assess and recommend tenders, bids, quotations and proposals.

14. Organize and participate in the physical or virtual opening of tenders, appraisal process, minute the opening, document all steps and decisions, support the process as required (e.g. by seeking additional information).

15. Draft procurement documents for CRC approval as needed and follow up on CRC decisions.

16. Administer contract performance, problem solving to ensure best procurement practices. Overall coordination of the procurement/travel assistants, act as liaison to ensure continued quality of service and adherence to WHO Rules and Regulations.

17. Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in pharmaceutical sciences, Public Health, economics, business administration or any related field. Desirable: Certification in Procurement, Supply Chain, Shipping and related field would be an added asset. Advanced degree in one of the above fields, and/or studies in a discipline related to healthcare product access or innovation.

Experience

Essential: At least 2 years of progressive experience in procurement management of essential goods, services and health products or a related field such as supply, pricing and reimbursement. Demonstrated experience with logistics and supplies in support of health or humanitarian emergencies Desirable: Demonstrated relevant experience in WHO, the UN or in International global organizations.

Skills

Essential: Functional knowledge of and the ability to apply international and national standards for storage, handling, transportation and handing over to recipients of the medical goods imported by WHO, incl. COVID-19 related products: PPEs, IPCs commodities and equipment;

In depth knowledge of administrative principles governing procurement of supplies and equipment; good knowledge of customs procedures for importation of goods;

Demonstrated knowledge of the political, social and health systems context at country level.

Good computer skills in Microsoft Office, deep knowledge of Microsoft Excel.

Ability to identify and manage one's own emotions, as well as helping others to do the same.

Ability to work comfortably in a fast-paced environment.

Desirable: Experience with Business Intelligence applications.

REMUNERATION

Remuneration comprises an annual base salary starting at MDL 525,215 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
