OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

The WHO European Centre for Primary Care in Almaty aims to develop into a center of excellence and European reference point on primary health care led policies towards UHC with demonstrated country impact. Building on the spirit/legacy of the Alma-Ata Declaration and the Astana Conference, the center will focus on developing pragmatic and actionable policy recommendations to strengthen primary health care in the region using a multi-disciplinary approach. The Almaty Office will contribute to all three pillars of the EPW and each of its four flagships. It will aim to inspire action at country level by producing and disseminating state-of-the art evidence on effective models of primary health care aligned with other health system functions to move towards UHC. The office will contribute to articulating the role of primary health care in health emergencies including in the continued COVID-19 pandemic. Finally, it will contribute to better health and reduced health inequalities in Europe by strengthening its functions and organization to address upstream determinants of health including to support member states to strengthen public health services and build links between mental health, long-term care, social services and primary health care to address upstream determinants of health for improved health equity.

The EU4Moldova Project supports the health response to the COVID-crisis project aims at achieving tangible results for the benefit of people in the Republic of Moldova by supporting to mitigate the impact of the COVID-19 outbreak in Moldova and contributing towards longer-term resilience of its health system.

The project is characterised by two specific objectives (SO), namely:

1. SO 1: Strengthening the national capacity to respond to the COVID-19 public health emergency;

2. SO 2: Strengthening the management of essential health services delivery and their resilience.

The project commencement date was 16 December 2020 with duration of 40 months and a designated project implementation team at country project.

DESCRIPTION OF DUTIES

Within the framework of the BCA (Biennial Collaborative Agreement), the incumbent will provide technical input to activities directed at strengthening primary health care at national and district level. The technical assistance is provided within the framework of EU COVID-19 Recovery support Programme for the Eastern Partnership.

Key duties:

1. With the support of the WHO European Centre for Primary Health Care/CPS, organize and provide technical assistance including policy analysis and policy advice to the Republic of Moldova to strengthen primary health care related to PHC service packages, planning of services, organization of primary health care providers, multi-disciplinary PHC teams, improvement of performance, management and governance of health services.

2. Support Republic of Moldova in the re-orientation of health care services towards more comprehensive and integrated care across public health, and social care services and between primary and hospital services.

3. Support national health authorities in building partnerships and policy dialogue for strengthening health care services, engaging relevant key stakeholders in the context of their national health strategies while ultimately aiming to foster the national capacity for defined priorities.

4. Develop analysis of primary health care system performance and support it in maintaining delivery of essential health services (and management of mild/moderate COVID-19).

5. Organize comprehensive analysis of lessons learned from the COVID-19 pandemic for primary health care with a policy dialogue event to discuss next steps and policy follow-up; 6. Conduct a review of the emergency and primary care payment and contracting model to support delivery of essential health services.

7. Organize knowledge sharing roundtable discussions to share international experience drawing on the resources of the WHO European Centre for Primary Health Care/CPS.

8. Produce and review technical background documentation, briefings, terms of reference and other documents on his/her area of primary health care for meetings, missions, technical assessments, reviews and contractual procedures.

9. Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in a health science such as medicine, health services organization, health system strengthening, health policy, pharmacy, nursing, midwifery or a related area of studies. Desirable: Additional post-graduate qualification or specialization in any of the above fields.

Experience

Essential: At least 2 years of professional experience in policy development and implementation in health service delivery with a focus on primary health care level. Demonstrated experience implementing health related programmes. Desirable: Experience within health systems management or within a national health authority agency. Relevant experience within WHO, the United Nations or other international organizations.

Skills

Demonstrated knowledge of the political, social and health systems context at country level.

Ability to work within significant uncertainties, as well as availability for frequent operational travel around the country.

Ability to identify and manage one's own emotions, as well as helping others to do the same.

Strong skills in data management and analysis for reporting.

Strong computer skills (word processing, Excel spreadsheet, PowerPoint presentations).

Strong oral and written communication skills, including report writing.

Ability to work comfortably in a fast-paced environment.

REMUNERATION

Remuneration comprises an annual base salary starting at MDL 525,215 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
